Org. Setting and Reporting This position is located in the Medical Insurance Section, Financial Resources Management Service, Division of Administration, United Nations Office at Geneva. The Claims Officer reports to the Chief of Section.

Responsibilities Under the general supervision of the Chief of Section, the Claims Officer is responsible for the following:

1. Manages and supervise the daily operations the Reimbursement Unit and the Client Relations and Secretarial Unit to ensure efficient services covering:

a) Processing of claims reimbursement to members; b) Providing technical advice to team members; c) Establishing performance targets/Key Performance Indicators (KPI’s) both qualitative and quantitative; d) Claims turnaround time; e) Streamlining and improving customer service delivery; f) Reviewing cases with third party insurers; g) Investigating and handling fraudulent cases; h) Reviewing service agreements with health providers.

2. Assists the Chief of Section and Executive Secretary of UNSMIS to ensure effective operations to improve services to insured members, to update the rules of UNSMIS; coordinates the periodic client satisfaction surveys; initiates and conduct studies to improve the long-term financial soundness of UNSMIS; assists in developing anti-fraud framework, developing actuarial valuation and conducting benchmarking analysis and surveys; prepares circulars and the annual management and financial reports.

3. Assists the Chief of Section and Executive Secretary of UNSMIS with the development of new tools aimed at improving efficiency. Gathers information for the evaluation of the plan's solvency and liabilities. Conducts benchmark analysis against best market practice.

4. Assists the Chief of Section and Executive Secretary of UNSMIS in respect of appeal cases for consideration of the Executive committee as well as the Arbitration Committee to prepare the documentation concerning the appeal against approved reimbursement and present them for consideration of the Executive Committee of UNSMIS; assists in establishing the Arbitration Committee and acts as Deputy Secretary to the Committee; assists in establishing the Arbitration Committee and acts as Deputy Secretary to the Committee.

5. Establishes a set of sound policies, procedures, standards and tools which are consistent with UN policy and practices and UNSMIS rules and monitors implementation of cost plans accordingly.

6. Performs special assignments as required and replaces the Chief of Section in his/her absence.

Education An advanced university degree (Master’s degree or equivalent degree) in economics, finance, business administration or actuarial studies is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification A formal training in insurance related fields is desirable.

Work Experience A minimum of seven (7) years of progressively responsible experience in insurance, finance or business administration with at least three (3) years of supervisor experience is required.

A minimum of two (2) years experience within the UN Common System is desirable.

Experience in risk management or Employee Benefits (specific to the field of personal lines insurance) is desirable.

Experience in compliance and regulatory frameworks is desirable.

Experience with ERP systems and claims/underwriting databases is desirable.

Experience in UN policies and administrative procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another United Nations official language is desirable.
