The government of Slovakia and UNHCR co-lead a Cash Working Group (CWG) which was established in 2022 to design and implement a humanitarian cash response to the Ukrainian refugee crisis. To date, the CWG has agreed on key parameters of the response, including the registration process, types of benefits which were and will continue to be provided to refugee population and children, and the distribution of the caseload. Based on the agreements, UNICEF has been distributing cash assistance since June 2022, on a monthly basis.

The cash distribution workflow includes several technical steps, including: data sharing between the UNHCR and UNICEF; intensive data processing to apply targeting criteria and calculate benefits; followed by data sharing between UNICEF and the payment (financial) service provider and a communication channel.

The purpose of the consultancy is to provide technical assistance to the Slovakia Office in the form of data management services to ensure the cash disbursement system is effectively managed and properly functioning including timely cash distribution, while at the same time upholding UNICEF Data Protection Policy. The complementary aim is to contribute to strengthening overall cash support systems in Slovakia – in coordination with relevant partners, including the UN sister agencies and the Ministry of Labour, Social Affairs and Family.

How can you make a difference?

Under the direct supervision of the Social Policy Specialist, the Beneficiary Data Specialist will lead all activities related to management of the beneficiary database and troubleshooting for any issues that might arise:

The work includes:

Personal Data Services Management

• Provide guidance and oversight for the adequate use of HOPE for UNICEF and partners

• Escalate any risks related to personal data management to UNICEF management

• Provide oversight of personal data use for efficient, effective and timely delivery of individual payments/cash transfers

• Coordinate with interagency counterparts’ on data interoperability initiatives, data clarification/cleaning & collection/provision of information to follow up on grievances

Data Management representation function

• Coordinate with HQ HOPE team on prioritized support, and raising requests for support/issues as needed

• Represent data management function with external stakeholders including de facto authorities

Reporting and Third-Party Monitoring

• Draft Process and output monitoring report based on data available in HOPE and TPM sources

Data Protection Standards

• Ensure that Personal Data management workstream is aligned with UNICEF’s Data Protection Policy

Coordinate with HQ technical counterparts to ensure:

• Data Protection Impact Assessments (DPIA) are carried out with appropriate frequency on supported programmes

• UNICEF partners are trained on Data Protection and Responsible Data for Children principles

• UNICEF CSO and private sector partners comply with relevant data protection legal tools such as Non-Disclosure Agreements

• Timely implementation of DPIA recommendations

• Ensure timely arrangements with UNICEF’s implementing partners, financial service providers and other entities who require access to personally-identifiable information on UNICEF beneficiaries (to contribute to payment delivery)

Data Processing and Analysis

• Write, manage, and update scripts in python and other relevant language to consolidate, parse, clean and prepare external personal data sources for import in HOPE

• Consolidate different data sources such as KoBo registration surveys, RapidPro surveys, payment records in CashAssist, post-distribution monitoring (PDM) surveys and other monitoring data (such as market monitoring, grievance and feedback data, etc.) for the purpose of data analysis and data comparison, including longitudinal comparisons

• Perform advanced statistical analysis for report writing

• Detect individual record flagged as error upon import in HOPE and perform adequate correction based on programmatic instructions

• Spot check and ensure quality of data stored in HOPE and in other digital platform, for the case of programmatic non personal data.

Data Visualisation:

• Design, develop or update periodic, relevant data visualization for statistical and other information in support of monitoring of cash programme, and informing beneficiaries of complementary cash support.

To qualify as an advocate for every child you will have…

  • Minimum 5 years of program/project management experience, including with multiple stakeholders:

    Mandatory:

    • Experience in implementing humanitarian cash transfer programmes

    • Experience with beneficiary data systems and beneficiary data management for humanitarian cash transfers at field level.

    • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources, and architecture teams.

    • Advance working knowledge on PowerBI, ArcGIS, R, Python, Adobe Suite

    • Ability to synthesize information

    • Ability to work under pressure and meet tight deadlines.

    • Excellent communication & presentation skills (written) across multiple audiences

    • Experience in working with UN agencies or NGO at interagency level.

    • Fluency in English.

    • High motivation, and dedication to deliver results within strict timeframes.

    Desirable:

    •UNICEF experience will be considered an advantage.

    •Experience with UNICEF HOPE system will be considered a distinct advantage.

    •Knowledge of Slovak and/or Ukrainian will be considered an advantage ( facilitating liaison with local partners and grievances’ follow up).

    • Proven ability to work in a multicultural, multi-ethnic environment, and maintain respectful working relations with sensitivity and respect for diversity.• Working knowledge of the project/programme Lifecycle (Planning, Implementation, Monitoring and Evaluation) and project/programme management methodologies.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
