BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country for the next year (September 2022 – August 2023). To support the implementation of the T-ICSP, WFP Moldova is seeking to fill the position of Beneficiary Data Analyst who will be responsible for helping to establish the country office data norms and processes for programmes, including ensuring that beneficiary data is properly and securely imported, cleaned and maintained to deliver against the Hot Meals, Emergency Cash and Social Protection programmatic objectives and to support the Programme Unit of the Country Office in line with strategic directions of work agreed with counterparts and Government of Moldova

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Understand the business rules for programme activities in the country office, document business logic and data mapping rules.
  • Ensure secure and timely ingestion of beneficiary datasets into the central database.
  • Maintain beneficiary datasets to ensure that information is organised, updated and readily available as needed.
  • Check the data for accuracy, consistency, authenticity and relevance with programme requirements.
  • Work with partners to ensure the timely and effective execution of programme activities involving beneficiary data and lists.
  • Implement business rules for cleaning, de-duplicating, cross-checking and preparing beneficiary lists.
  • Provide direct technical assistance to WFP staff, partners and government as needed for overall better management of beneficiary data.
  • Prepare clear technical systems documentation for developed IT solutions in order to facilitate IT systems development and maintenance.
  • Contribute to the preparation of materials and the delivery of trainings on automated business processes to ensure efficient and effective use of IT systems
  • Present analytical results to business stakeholders, CO management and government
  • Perform other duties as required.
  • DELIVERABLES AT THE END OF THE CONTRACT:
  • Setup of secure transfer and storage processes for beneficiary data.
  • Documentation of business rules applied to beneficiary data for programmes.
  • Greater assurance in terms of the management of data across all programme activities in the country office (CBT, M&E, Hotmeals etc.)
  • Centralisation and integration of data to enable analytics and business intelligence.
  • Effective and timely preparation of data outputs needed for each CBT assistance cycle.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Bachelor of Science in Information Technology, Computer Science or related field.

Experience:

  • Experience (at least 3 years) working with large data sets and summarizing data for business purposes.
  • Experience (at least 3 years) building data models for master entity management, ETL processes, analyses and dashboards.
  • Familiarity with data warehousing and business intelligence concepts.
  • Experience using visualization tools (preferably Tableau) and creating dashboards.
  • Experience capturing requirements and translating them into insights.
  • Experience in WFP IT solutions and software
  • Experience with data assurance applications
  • Clear communication, mature judgement & experience in working in a multicultural environment

Knowledge & skills:

  • Data modelling and analysis.
  • Advanced SQL skills. Knowledge/familiarity with SCOPE, PostgreSQL, dbt and git is desirable.

Languages: Fluency (level C) in English language, and/or in one of official UN languages (Arabic, Chinese, French, Russian, Spanish). Knowledge of Romanian and/or Ukrainian language is desirable.
