Overview

Support engagement and management of Cooperating Partners for effective assistance delivery.

You have:

  • A University degree or post-secondary certificate within Social Sciences, Development Studies, Economy, Finance or other related fields.
  • Five (5) years of relevant progressively responsible experience, including Finance, Financial Management, Accounting, Budgeting and Pipeline Management, or related field.
  • Fluency in both oral and written communication in Arabic and English. Fluency in French is an advantage.

Contract Duration: 06 Months

Organizational context: The temporary assignment is based in Beirut CO and the incumbent reports to the Head of Partnerships Unit. The assignment is for 6 months – 1 December 2022 – 31 May 2023.

Job Purpose: To support activities related to engagement and management of Cooperating Partners (CP) with focus on budget and financial management, in order to effectively meet the food and basic assistance needs of WFP beneficiaries.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the supervision of the Head of Partnerships, the incumbent will perform the following tasks:

  1. Provide efficient support to enable contract/Field Level Agreement (FLA) management, with focus on financial management, in line with WFP guidance.
  2. Provide advice and support the relevant units/ Field offices on FLAs, budgeting, financial reporting, processing of the Partner payments.
  3. Prepare guidance notes related to Partners’ fund management, budgeting and budget negotiations.
  4. Prepare and follow up on various asset and financial capacity tracking lists with the CPs.
  5. Support training and other activities related to budgeting and financial reporting with local and international NGO partners.
  6. Support the budget reviews and financial reporting reviews
  7. Facilitate the work of the relevant committees as a quality assurance of the FLA processes and management – Technical Review Committee and Cooperating Partner Committee work.
  8. Carry out the required analysis on Partner budgets including comparison of current and last year budgets, comparison of costs between different Partners and ensure cost effectiveness.
  9. Provide guidance to Partners in the review and finalization of project documents and budgets.
  10. Other tasks, as assigned.

Standard Minimum Qualifications:

Education: A University degree or post-secondary certificate within Social Sciences, Development Studies, Economy, Finance or other related fields.

Experience: Five (5) years of relevant progressively responsible experience, including Finance, Financial Management, Accounting, Budgeting and Pipeline Management, or related field.

Language: Fluency in both oral and written communication in Arabic and English. Fluency in French is an advantage.

Desired Experiences for entry into the role:

  • Experience within Finance/Financial Management and/or Budget Management.
  • Experience within Partnership and/or Programme work.
  • Understanding of the theory and application of food security, cash and food-based assistance programmes.
  • Knowledge of major humanitarian, recovery and development challenges and issues at the field level.
