In Lebanon, WFP works to support approximately 700,000 people with regular assistance using e-cards. WFP also supports Lebanese schools with school meals, and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for vulnerable individuals in families. WFP also supports Lebanon’s National Poverty Targeting Programme.

JOB PURPOSE

WFP engages local and international non-governmental organizations who serve as Cooperating Partners (CPs) to implement WFP Programmes. All NGO Partnerships Officers are expected to serve in a manner to improve the efficiency and effectiveness of management and administration of the Country Office partnership agreements with CPs involved in management of food assistance. The National Officer will be a leading staff member implement the Standard Operating Procedures so as to streamline, guide and facilitate uniformity in partnership agreements, planning and management. It is intended that this position will eventually manage the CO’s Partnerships Unit, currently headed by an International Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority and under the direct supervision of the related Head of Unit or his/her designate, the incumbent will be responsible for the following duties:

• Lead in launching a call of proposals for the selection of cooperating partners for the implementation of WFP programmes in Lebanon • Coordinate the review of proposals received and the related budgets • Organize and ensure delegation for minutes of the review panel (Cooperating Partners Committee) • Manage the capacity assessment and risk assessment and mitigation plan of cooperating partners; • Manage the team that handles the preparation of the Field Level Agreements (FLA) with the cooperating partners • Lead the periodic visits to Cooperating Partners during implementation to better identify and mitigate risks related to the utilization of Programme funds. • Ensure accurate records and files, workplans and calendars within the field of work • Liaise with Field offices and other units with the Country Office to resolve issues or obtain additional information related to the FLA management; • Coordinate the performance evaluation of Cooperating Partners implementing WFP programmes; • Organize and participate in regular meetings and field visits to support and build the capacity of other NGO partnership staff, field office personnel and Cooperating Partners in the implementation of WFP programmes • Perform other related duties, as required, including ad-hoc reporting, meeting minutes, and preparation of project documents, annual work plans, Annual Country Reports, the drafting of the new Country Strategic Document and the various proposals for donor relations.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience: At least Two (2) years post graduate experience in partnerships field if holding an advanced degree (Masters) or four (4) years post graduate if holding bachelor’s degree. Experience in similar position is added advantage.

Language: Fluency in both, English and Arabic languages
