Organizational Context:

The post is based in Beirut Country Office (CO). The incumbent reports to the Head of Research, Assessment and Monitoring (RAM).

Job Purpose:

To oversee the Lebanon Country Office beneficiary analysis as part of the overall RAM activities.

Accountabilities:

With delegated authority of Head of RAM (Research, Assessment and Monitoring) and the direct supervision of the National VAM analyst, the VAM Food Security Data analyst will be responsible for the below:

General Vulnerability Analysis and Mapping (VAM) activities:

  • Support all the activities related to the Lebanese targeting (in-kind) and collaboration with field offices and Cooperating partners.
  • Ensure the weekly activity reporting of all VAM on-going activities, with a special focus on such as assessments and vulnerability/poverty analysis.
  • Support in the food security and data analysis collected for different Country Strategic Plan (CSP) activities.
  • Provide technical support to relevant partners (e.g. Food Security Working Group, Basic Assistance Working group, Coorporating Partners, etc), that are focusing on food security, basic needs, targeting and poverty issues to enable sharing of experience, lessons learned and best practice;
  • Participate when needed in the working groups (FSSWG, BAWG, DSWG, etc); and
  • Support the capacity building to the government entities, partners and private firms involving in VAM related data collection activities.

Analysis of Beneficiary Data

  • Support and lead on the activities related to the Lebanese targeting (in-kind) and collaboration with programme unit, WFP Sub-offices and partners responsible of the data collection.
  • Compare partner’s data and WFP data to cross-check for duplication in assistance etc;
  • Report data quality issues back to partners in a timely manner.
  • Prepare reports related to the beneficiary data, beneficiary targeting, beneficiary selection.
  • System and analyse the outputs using WFP corporate analysis and visualization tools.
  • Ensure complete beneficiay records of all relevant data are stored securely and with redundancy in case of unexpected loss or damage of the data; and
  • Support the Sub-Offices in the management and analysis of beneficiary data.
  • Contribute to the development of local systems as needed to upscale the current database and facilitate the implementation of corporate vision to manage beneficiary lists.
  • Ensure that rigorous quality standards are reviewed (and if necessary re-defined) and maintained for data collection and management information systems.
  • Work closely with all relevant units and various stakeholders on the management of accurate and consistent beneficiary information for the distribution and uploading of funds on the prepaid card for both the voucher and cash assistance.
  • Support M&E or VAM analysis activities using internal or external databases.
  • Support the monthly development of beneficiary lists and enrollment for different programmes on the WFP system (SCOPE).
  • Work closely with WFP TEC Unit to develop secure methods for sending, receiving and storing beneficiary data; and
  • Ensure WFP beneficiary data protection protocols are applied to data processing methods; and
  • Performs other related duties as required.

  • Ability to resolve operational problems with accuracy under time constraints and pressure
  • Ability to work independently with minimum supervision
  • Good understanding of humanitarian principals required
  • Good reporting skills are desirable.

Standard minimum qualifications:

Education:

Advanced University degree in Food Security, Agriculture, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience in the humanitarian/development sector and/or training/courses.

Experience:

At least five (5) years of progressively responsible work experience including at least two (2) years of experience in targeting, food security/vulnerablity assessments, statistics or other related field. Strong experience utilizing statistical processing tools such as SPSS, “R”and/or STATA is a plus.

Language:

Fluency in both oral and written communication in Arabic and English. Knowledge of French language is added advantage.
