Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary - General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

The Spotlight Initiative in Papua New Guinea will be implemented through four UN agencies (UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The Resident Coordinator has overall management of the Initiative with UN Women providing the technical coherence of the Initiative. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

In 2016, UN Women in collaboration with the City Government of Port Moresby undertook a city-wide, multimedia Behaviour Change campaign called “SANAP WANTAIM” to promote alternative, non-violent constructs of masculinity and influence change in the cultural norms around violence against and harassment of women and girls in public places, with a specific focus on markets and public transportation.

The campaign was designed through a participatory approach and validated by multiple partners and key youth organizations. It is aimed at reaching out to men and boys, but also women and girls. Campaign objectives included;

  • Align men and boys with women and girls as partners and allies.
  • Empower women and girls to stand up for themselves and each other and acknowledge their right to the city.
  • Equip people with the knowledge of how to identify violence and harassment, and what to do when it is experienced or witnessed.

Since its establishment in 2016, the campaign has reached more than 100,000 people with key messaging around safety in public space and addressing sexual harassment and other forms of violence. The campaign was led by youth advocates who did programming in targeted schools and communities around Port Moresby, the capital of PNG.

In 2018, the Safe Cities Programme evaluation established that while Sanap Wantaim had not been effective in reducing violence in public spaces, it had a positive impact on the youth who volunteered in the programme. UN Women consulted youth in 4 provinces on what would influence their decision to lead a respectful and non-violent life. Through a series of ideation workshops, a new Sanap Wantaim Campaign strategy emerged.

Rationale****:

In the Spotlight Initiative, UN Women is delivering interventions for GBV Prevention – focusing on addressing the root causes of violence against women, including discrimination against women and girls and gender inequality in the distribution of power and resources. A specific activity is to develop and implement VAWG prevention programmes applying approaches aligned with evidence-based best practices of behaviour change, such as SASA! This intervention is to reach over 200,000 people across 11 provinces.

UN Women seeks to hire an international consultant to support the training of its partners on the implementation of the new Sanap Wantaim Behaviour Change Communication Campaign. This includes supporting partners to utilise the tools that have been developed for conducting baseline and end line campaign surveys, stakeholder consultations, recruitment of youth and training workshops, providing communications, monitoring and reporting the results.

Objectives of the assignment

The key objective of this assignment is to provide technical support to the implementation of the new Sanap Wantaim Behaviour Change Campaign Strategy in the targeted Spotlight Sites. This includes providing support with the technical aspects of the strategy; communications and advocacy; and monitoring, evaluation and learning as required.

Duties and Responsibilities

Under direct supervision of the UN Women Spotlight Initiative Program Specialist, the consultant will deliver the following:

  • Maintain an online help desk to support partner’s questions and support quick trouble shooting of any bottlenecks in close consultation with UN Women BCC Assistant

    5. Support partners to provide human interest stories , monitoring data and prepare campaign reports

  • Produce 2 campaign newsletters- in July and December

  • Support partners to input monitoring data on UN Women dashboard
  • Support identification of human interest stories to upload on UN Women social media in close consultation with UN Women Communications Specialist
  • Produce a final campaign report showing the progress made by campaign in the implementing areas

    6. Support partners to complete campaign endline and disseminate campaign results to local stakeholders

  • Ensure each partner produces endline report and consolidate this into campaign endline report

    7. Mentoring and Coaching

  • Provide mentoring and coaching to UN Women Spotlight Programmes team in behaviour change communication

Duration of the assignment

The total duration of the contract assignment will be 10 months.

50% of the assignment is home based, while 50% will require travel outside of Port Moresby

All the documents, training materials and reports should be submitted in written in English language.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Inputs

  • It is anticipated that official travel will be required for this assignment.
  • The consultant is expected to work either at the UN Women office, using computer provided by UN Women with access to UN Women office network for printing and scanning.
  • The consultant will be required to provide their own local communications such as SIM cards and mobile phone.
  • The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.
  • The Consultant will arrange private insurance and the cost of which will be included in the financial proposal.
  • Provide a “Statement of Good Health” (valid for one year) from a recognized physician prior to commencement of work and take full responsibility for the accuracy of that statement.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100 which will be weighted as 30% in the cumulative analysis.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • The candidate with the highest combined score (technical and financial) will be considered for the position.

Required Skills and Experience
