BACKGROUND
Despite Dominica’s agriculture sector being a primary industry, the sector has constantly been affected by reoccurring disasters, such as hurricanes, flooding and droughts. The limited integration of gender analysis, climate and disaster risk resilience in agricultural practices has consistently undermined food security in the wake of natural hazards and the increasing impacts of climate change. While these practices are being invested in, to some extent in Dominica, they are not mainstreamed in the local agricultural sector due to weak institutional capacity and limited availability of financing. This is particularly relevant, cognizant of the paramount importance of the agriculture sector to national development, food and nutrition security, poverty reduction and livelihood opportunities, especially for vulnerable small farmers, livestock holders and agro-processors.
The Strengthening Disaster Management Capacity of Women project, aims is to reduce vulnerabilities by targeting three broad drivers of these problems, namely:
- gaps in gender analysis, hazard, and risk data,
- limited integration of climate change and disaster risk planning and practices in the agriculture sector, and
- limited access to appropriate, sustainable finance for vulnerable small farmers and women’s groups.
To address these a gender strategy for Dominica, vulnerability mapping and community-based and national level early warning systems will be developed and implemented. These will increase the ability of remote vulnerable farmers, namely women, to prepare for weather and non-weather-related risks on timely-basis. This will be supported by capacity building at the national and local levels to ensure resilience and long-term sustainability. Long-term resilience will also be enhanced through the integration of disaster risk mitigation and climate change adaptation practices and approaches into agricultural planning and practices, the focus of this assignment.
Duties and Responsibilities
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
- In consultation with the Division of Agriculture and the Office of Disaster Management conduct an assessment of Climate Disaster Risk in Agriculture: An assessment of the climate disaster risk in the agricultural sector inclusive of hazard, exposure, vulnerability, and substantiation of priority actions and activities. This to include review of existing sectoral procedures and protocols for managing emergencies within the agricultural sector.
- In consultation with UNDP, Gender Bureau, the Ministry of Agriculture and FAO review of the gender inclusiveness, including gender gaps in key documents on disaster risk management, the effect of climate change on the environment, and in agriculture in Dominica. The desk review to include:
- gender equality gap in the current DADRM Plan 2014-2019 and implementation plan, informed by and aligned to the Sendai Framework for Disaster Risk Reduction, the SAMOA Pathway and the Sustainable Development Goals, The National Agricultural Policy, Agricultural Roadmap, Climate Resilience Recovery Plan, National Resilience development Strategy NDRS, Comprehensive disaster Management Strategy of Dominica, National Gender Policy, and using FAO (for example http://www.fao.org/3/b-i6096e.pdf) and other relevant guidance on gender responsive disaster risk reduction in the agricultural sector. The analysis will include attention to gender mainstreaming, and will promote effective, gender responsive and sustainable disaster risk management in the agriculture sector.

- the linkages between gender responsive disaster resilience and climate change adaptation.
priorities for gender responsive programming (costed activities), a list of key stakeholder groups (including farmers and government counterpart Ministries) and in 4 areas namely:
Institutional and technical strengthening for DRM within the agriculture sector, including an agreed institutional mechanism for coordinating, monitoring and evaluating implementation of the ADRM Plan.
- Risk identification, information and early warning system - mechanisms and capacities for enhancing data and information management, risk identification, agriculture meteorology, climate forecasting and early warning.
- Building resilience for sustainable livelihoods in the agriculture sector, with particular focus on smallholders - designed to improve national and community level DRR and development innovative and culturally accepted risk transfer instruments.
- Preparedness, response and rehabilitation – to enhance capacities for preparedness and response and prioritize in recovery and rehabilitation policies and programmes.
In collaboration with FAO conduct two Stakeholder validation workshops.
Submit of final ADRM plan with recommendations, to include related short-term priority level community actions
