YOUR MISSION
The AVR Specialist contributes within Sudan to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. (S)he ensures optimal quality and impact of AVR projects implemented in Sudan through a delegation system with appropriate control mechanisms. (S)he contributes to the sound management and successful functioning of the overall organisation through paradigm shifts.
Based in Khartoum, the AVR Specialist is responsible for developing, driving and monitoring the AVR technical strategy, particularly on explosive ordnance risk education (EORE), victim assistance (VA) specific efforts, community engagement, and links with land release. (S)he will lead capacity building of HI operational staff and local project partners on EORE and VA, as well as ensuring the quality control materials/messaged developed and activities implemented.
The AVR Specialist will have 5 main responsabilities:
- Responsibility 1: Expertise
- Contribute to national and/or regional strategies in line with the global strategie
- Provide technical input on AVR to theProgramme StratOp within her/his scope, in line with the global AVR StraTech, and ensure relevant follow up
Lead the development and monitoring of the AVR sectoral sub-strategy
Ensure the assessment of needs, risks and conflict sensitivity in relation to the AVR strategy and operational activities, and make recommendations
- Conduct regular analysis of project data and external secondary data on AVR needs and interventions, in close collaboration with the Chief of Operations, MEAL team and partners
Contribute to the AVR context analysis, together with the Chief of Operations
Lead the development and update of HI’s SOPs, tools and guidance materials on EORE and VA specific efforts
- Provide technical support on EORE and VA specific efforts in line with HI’s global technical frameworks, the International Mine Action Standards, and Sudan National Mine Action Standards
- Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
- Ensure adequate support to multi-sector responses within and across projects, including on victim assistance, in line with the other specialists
- Ensure a local sectoral watch of best practices to adopt within her/his sectoral scope
Contribute to recruitment and briefing when relevant
Control & monitor the technical quality and the relevance of EORE activities and VA specific efforts implemented by HI Sudan and local partners
- Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
- Technically validate EORE messages, materials and approaches prior to dissemination
Monitor the implementation of audit recommendations, if applicable, in her/his sectoral scope
Ensure technical learning from AVR projects
- Ensure compliance of the AVR technical proposition with nexus stakes
- Contribute to the development of AVR research and innovation projects in the region when relevant
- Contribute to the AVR professional channel facilitation within the program
- Participate in the global animation of AVR, EORE and VA professional channels
Animate a local talent pool in EORE and VA, and ensure co-development and monitoring of professional development plans
Responsibility 2: Capacity building & technical assistance on EORE and VA
- Support HI partners to manage EORE and VA activities
- Lead the identification of EORE/VA training needs, the design and update of training materials, and the delivery of trainings for HI and partner staff
- Mentor and provide technical oversight to the EORE Senior Technical Officer for the implementation of a mass and digital media project
- Provide technical advice to HI/partner project teams on the development and field testing of EORE messages and materials, such as session aids, IEC materials and digital/mass media campaigns
- Engage other HI specialists nationally, regionally or globally in relation to VA broader and specific efforts, in order to establish identification, assessment and referral pathways
Lead an assessment of the service and referral landscape and barriers to accessing services for EO victims, in collaboration with protection and inclusion specialists
Responsibility 3: Influence
- Contribute to the local external prestige and influence of HI’s expertise in AVR
- Represent the technical expertise of HI in the Mine Action Area of Responsibility and any relevant Technical Working Groups, together with the Chief of Operations
- Support liaison between HI and the Sudan National Mine Action Authority, and participate in relevant policy fora
- Contribute to advocacy on specific themes in line with the global advocacy priorities
Contribute to communication messages locally in line with the global communication priorities
Responsibility 4: Business development
- Ensure the development of major opportunities or new AVR projects in the region
- Lead or contribute to the design and writing of new AVR projects
- Identify & transform major opportunities under her/his scope
- Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under her/his scope
Support senior management in representation with mine action donors, when needed
Responsibility 5: Emergency preparedness and response responsibilities
- Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts her/his working modality to contribute to an effective HI humanitarian response.
The situation in Khartoum is relatively calm. The city has been destroyed by the ongoing conflict and most authorities, NGOs and agencies are in the process of reopening their offices in Khartoum. The route to reach the base goes via: Nairobi (or directly through Port Sudan international airport – depending on Visa process). In terms of conditions, the teams are housed in a collective guesthouse. The office will be embedded through local partner;

AVR competency requirements
- You have a very strong level of expertise in Risk education and Victim assistance specific efforts
- You have a proven experience in AVR capacity building & technical assistance
- You master Community engagement
- You're expert in quality assurance & quality control
Other competencies
- You're proficient in Project intervention strategy
- You master Disability, gender & age norms, legal frameworks, policies, references
- You have a proven experience in Operational partnerships, Writing proposals & project reports, Networking & alliance building
You have strong interpersonal and intercultural skills, with good communication and negotiation skills
Languages: fluency in English is mandatory and Arabic is a real plus
