Overview

Assist in ensuring aviation safety for UN operations

You have:

• A high school diploma or equivalent is required.
• Training as a Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller, or an Aeronautical/Maintenance Engineer, or equivalent military qualification is required.
• Training and certification in Safety Management System (SMS) by a recognized organization is required.
• A minimum of eight (8) years of progressively responsible experience in air transportation air traffic control operations, aviation safety or aviation engineering is required.
• Having held at least one position in aviation safety related occupation is required.
• Expert knowledge in the technical field of Aviation Safety Management and accident investigation and prevention is required.
• Knowledge of UN financial regulations and rules is desirable.
• Experience in international operations in a post conflict environment is desirable.
• Fluency in spoken and written English is required.
• Knowledge of French and Arabic is an advantage.

Org. Setting and Reporting

This position is located in the United Nations Mission in Western Sahara (MINURSO), Laayoune. The Aviation Safety Assistant reports to the Chief Aviation Safety Officer, Office of the Chief of Mission Support.

Responsibilities

Within delegated authority, the Aviation Safety Assistant will carry out the following duties:

• Acts as an expert adviser on aviation safety matters. • Assists in developing and implementing the Mission Aviation Safety Programme (MASP). • Assists in developing and implementing the Aviation Emergency Response Plan (AERP) and communicates it to all stakeholders concerned. • Assists in organizing and coordinating aviation safety drills and exercises required by the MASP and AERP. • Assists in organizing, conducting, recording, and minuting the Mission Aviation Safety Council meetings. • Assists in developing and monitoring the implementation of standard operating procedures for the related aviation processes. • Monitors the implementation of Aviation Risk Management (ARM) requirements into UN aviation and related activities. • Participates in Safety Assurance (SA) audits and inspections of aerodromes and associated services and facilities, as well as on mission and contracted aviation and related entities. • Updates and follows up on entries of the mission's Findings and Hazards Registry. • Conduct/Assists in the investigation of aviation occurrences and hazards related to aviation activities. • Participates in aircraft inspections and performance evaluations of UN-contracted civilian and military air operators. • Maintains the aviation safety databases and ensures that information is recorded in accordance with the established procedures and deadlines. • Compiles reports and analyzes statistical data. • Identifies, analyzes, and monitors trends that may affect the safety of UN aviation activities. • Provides safety briefings to personnel involved in UN aviation and related activities. • Drafts and/or delivers aviation safety promotion materials and activities. • Liaises with other UN units/sections, non-government and government organizations, and intergovernmental agencies on aviation safety matters. • Assists in preparing performance reports and responses to internal and external audit observations. • Performs administrative tasks supporting the Aviation Safety Unit's goals and objectives. • Performs other related duties as required.

Education

A high school diploma or equivalent is required. Training as a Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller, or an Aeronautical/Maintenance Engineer, or an equivalent military qualification is required. Training and certification in Safety Management System (SMS) by a recognized organization (airline, IATA, ACI, etc.) are required. Please attach a copy of the certificate in the attachment section.

Job - Specific Qualification

Having held an aeronautical license issued by a Civil Aviation Authority in accordance with ICAO Annex 1 provisions or equivalent military qualification is desirable.

The use and implementation of Integrated Aviation Safety System (iAvS) is required.

Work Experience

A minimum of eight (8) years of progressively responsible experience in air transportation air traffic control operations, aviation safety or aviation engineering is required.

Having held at least one position in aviation safety related occupation is required.

Expert knowledge in the technical field of Aviation Safety Management and accident investigation and prevention and experience in directly using ICAO Standards and Recommended Practices (SARPS) is required.

Knowledge of UN financial regulations and rules is desirable.

Experience in international operations in a post conflict environment is desirable.

Languages

Fluency in spoken and written English is required. Knowledge of French and Arabic is an advantage.

Assessment

Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment.
