ORGANIZATIONAL CONTEXT

This position is located in the Supply Chain Operations Division. The incumbent will perform his/her functions under the overall supervision of the Chief Aviation Service, and the direct supervision of the Head, Quality Assurance Unit.

JOB PURPOSE

The job function is focused on augmenting of WFP Aviation Service Quality Assurance Unit’s capacity through the comprehensive introduction of a digital quality management system across all business processes and development of new processes in accordance with international regulations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Administration and Introduction of Quality Management System. Develop SOP and training program for relevant users like QAU team, Part Time assessors, auditees etc. Create access levels depending on user's scope of work. Provide service providers with WFP, ICAO, JIG standards, checklists, forms etc. to be used during the QA program. Periodic extraction of data and statistics on QA Assessments and identified risks to showcase at management review meetings.
  2. Design the QAU Risk Register and corresponding SOP. Administer the Risk Register and conduct follow-up for monitoring the mitigations established during the process of internal assessments, external assessments, Management of Change, Aircraft Reviews & Acceptance to service Inspections, Pre-departure Control Checks, service providers assessment etc. Develop internal QAU KPIs can by analyzing the high-risk areas to be further showcased in management review meetings.
  3. Develop QAU Training Program: Part-Time Assessors skills/documentation control and management system / QMS system for all relevant users.
  4. Periodic Liaison with Aviation Safety Unit on identified high-risk areas for common risk registry. Maintain periodic meetings to close the identified gaps for the iCAO USOAP including internal WFP aviation and high-level UNAVSTADS related amendments.
  5. Administer ICAO USOAP audits ensuring timely closure of all raised recommendations in the post-audit report. Develop and enforce new processes and procedures to ensure increased compliance and efficiency.
  6. Develop new QA Checklists on service providers assessments and ensure the same embedded in the QMS system for part-time assessors conduction, including but not limited to DGR handlers, Ground handlers, Cargo handlers, fuel providers, AMOs etc.
  7. Establish Centralized and De-centralized Documentation Control and Management System. Develop and implement SOP and processes across Aviation Field Operations.
  8. Conduct Assessments on high-level risk or critical service providers or stations.
  9. Liaison with all service providers including operators, GHA, fuel providers, AMOs, DGR entities etc for the follow-up of CA/PA/RC required to be closed.
  10. Liaison with Internal stakeholders/units for the follow-up of CA/PA/RC to close the assessments, checks, inspections etc.
  11. Develop normative guidance.

STANDARD MINIMUM QUALIFICATIONS

Education: Hold or has held a Commercial Pilot License, Navigator License, Air Traffic Control License, Flight Operations Officer, Flight Dispatch Officer License, Aeronautical Engineer license or/and University Degree in Aviation Management, and/or Aeronautical Engineering (or equivalent).

Experience: 5 years of relevant progressively responsible experience in the aviation industry, including 3 years experience in aviation quality assurance/aviation standards

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is desirable.

KNOWLEDGE & SKILLS:

  • Knowledge of ICAO SARPs and experience in developing and implementing rules, regulations and operating manuals within a Civil Aviation Authority or an international airline
  • Professional training and experience in Aviation Quality Assurance, Air Transport or Aviation Safety Management.
  • Professional credentials in the development and implementation of Quality Assurance Systems or equivalent experience;
  • Experience in the management of Quality Management Systems with focus on audit plans, management of change, Risk Registers;
  • Experience in administration / participation in ICAO / IATA audits

TERMS AND CONDITIONS

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years and is open to all nationalities. The position is based in Sharjah, UAE and the selected candidate will be expected to be based in Sharjah. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
