ORGANISATIONAL CONTEXT:

With 27.3 million highly food-insecure people, DRC is the largest food security crisis in the world in absolute numbers. The Democratic Republic of the Congo (DRC) has the highest estimated number of food-insecure people worldwide, with 27.3 million people who are food insecure between February and July 2021, representing about 28% of analysed population. Of this figure, 20.5 million people are facing “crisis” levels (IPC Phase 3) and 6.7 million people are facing “emergency” levels (IPC Phase 4) of food insecurity. An additional 41 million people are in a “stressed” state with high risk of slipping into food insecurity. Humanitarian actors continue their assistance operations despite the difficulties of access and insecurity in several provinces of the country; following the crisis in the East, WFP has scaled up its operation in 2022 despite funding challenges.

This position will be based in the Sub-Office of Bunia and will report to the Head of Sub-Office and the Deputy Chief Air Transport Officer in Goma.

The job holder operates in the location that is characterised by a large number of flights, which means that standard procedures and additional formalities must be carried out. The person demonstrates responsibility to questions and problems, even though only general guidelines are available, based on a thorough knowledge of the local context. Judgement is required to deal with the unexpected on a daily basis.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The person is required to collect, analyse, and report on information to maximize efficiency of UNHAS operations and services, and to supervise and coordinate the team in Bunia.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Support aviation projects or operational day-to-day activities applying standard processes, including the appropriate operational risk management processes, to contribute to effective humanitarian air transportation. 2. Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve performance of aviation activities and operations. 3. Support the supervisor with financial analysis and budget reviews to enable senior staff to optimize use of available funds. 4. Provide guidance to support staff, acting as a point of referral and assisting with simple analysis and queries. 5. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP-wide view of aviation activities that enables informed decision making and detailed reporting to donor representatives. 6. Support the capacity building of WFP staff and partners to safe aviation operations e.g. through the scheduling of training dates. 7. Identify and build productive relationships with aviation colleagues and staff within the unit or area of assignment to support a coordinated approach to humanitarian air transportation. 8. Follow emergency aviation preparedness practices to support WFP to quickly provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis. 9. Act in an assigned emergency response capacity as required to meet the required provision of service to the humanitarian community, as needed. 10. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • At least three (3) years of professional work experience in the same functional area of work or similar
  • Experience arranging flight clearances and customizing immigration documentation.
  • Experience in coordinating with national aviation authorities on ramp activities.
  • Experience in monitoring operational reports and advising on service utilization trends.
  • Experience in use Takeflite and Performance Management Tool would ne an additional value
  • Experience identifying Aviation Security threats is a plus.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Aeronautics, Aviation Engineering, Airport Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses. Holds or has held a Commercial Pilot License, Air Traffic Control License or Flight Operations Officer License (or equivalent), Aeronautical Engineer or Maintenance Engineer License.

Language:

Fluency (level C) in French and English (oral and written).
