Result of Service The Aviation Cybersecurity Consultant will directly support the development of ICAO’s work in aviation cybersecurity and cyber resilience, identifying areas to be considered by the concerned expert groups to develop a harmonized, horizontal, and cross‐cutting approach to cybersecurity and cyber resilience provisions in ICAO Standards and Recommended Practices.

Expected duration It should be noted that this consultancy is to be filled for a period of four (4) months.

Duties and Responsibilities This consultancy is within the Aviation Security Policy (ASP) Section, Aviation Security and Facilitation (ASF), Air Transport Bureau (ATB). The section is responsible for policy development related to security of the international air transport system, including developing and updating Annex 17 – Security, managing the work programme of the Aviation Security (AVSEC) Panel and its working groups, managing the continued development of aviation security guidance material including Doc 8973 – Aviation Security Manual; and providing support to the Assembly, the Council, and the Aviation Security Committee (ASC).

The ASP Section is also responsible for policy development with regards aviation cybersecurity in international civil aviation, including developing and updating the Aviation Cybersecurity Strategy and the Cybersecurity Action Plan, managing the work of the Secretariat Study Group on Cybersecurity (SSGC), and developing aviation cybersecurity guidance material.

The incumbent reports to the Chief, ASP (C/ASP) section, with whom s/he consults on complex issues, and will cooperate with Technical Officers in Headquarters as required in order to undertake the responsibilities of the position.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results) Review the Annexes to the Convention on International Civil Aviation (Chicago Convention) and identify potential cybersecurity and cyber resilience gaps in each Annex, achieving results such as: - Conduct an in‐depth analysis on 16 out of the 19 ICAO Annexes including identifying interconnection between them with regard to addressing cybersecurity and cyber resilience; - Identify potential gaps in each Annex related to addressing aviation cybersecurity and cyber resilience; - Develop a study that: o highlights potential gaps in each Annex concerned; o prioritizes those gaps in terms of criticality to be addressed; o identifies challenges in addressing those gaps; and o identifies the internal stakeholders to address those gaps and the interaction between them; and - Propose a project based on the above study to address the identified gaps that takes into account priorities, challenges, requisites, and timelines.

Function 2 (incl. Expected results) Performs other related duties, as assigned.

Academic Qualifications: A first‐level university degree in a field related to aviation, security, information security, engineering (including telecommunication engineering), computer science or other relevant discipline.

Experience: Essential - Minimum seven years experience in a civil aviation administration or regulatory body, international organization or aviation industry, with a significant part of this period developing policies and guidance related to cybersecurity in the aviation context. - Considerable experience in aviation safety, aviation security, air navigation, and aviation cybersecurity. - Considerable experience in reviewing regulations and performing gap analyses. - Considerable knowledge of Annexes to the Chicago Convention, especially those listed in the Major Duties and Responsibilities section above. - Considerable knowledge of aviation systems (aircraft, airline, airport, ANSP, maintenance, supply chain, etc…).

Desirable - Experience in Project Management. - Knowledge of ICAO and the organizational work setup.

Language: Essential Fluent reading, writing and speaking abilities in English.

Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information Please note that the consultancy will be at band C at the daily rate of 402 CAD per day for a maximum of 84 days.
