Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.

JOB PURPOSE

To provide and/or oversee a range of coordination, administrative and technical activities that support the delivery of a safe and effective air movement service to the humanitarian community.

STANDARD MINIMUM QUALIFICATIONS

  • 5 or more years of relevant work experience;
  • Completion of secondary school education;
  • Fluency in English (level C written and spoken);
  • Fluency in Arabic (level C written and spoken), and
  • Either a Jordanian citizen or a foreign citizen with permanent Jordanian work/residence permit.

KEY ACCOUNTABILITIES (not all-inclusive)

General Administrator and Management Responsibilities.

  1. Compile weekly operational reports to HoO
  2. Control and report fuel consumption to HoO and HQ as requested
  3. Act as assistant training coordinator and participate in training programmes within UNHAS Yemen operation
  4. Act as deputy to the HoO in his absence
  5. Carry out any other tasks as instructed by HoO.

Handling Documents and Load Control

  1. Convey and deliver documents between the aircraft and Ground handling agent.
  2. Ensure preparation, sign, distribute appropriate documents such as loading instructions, load sheets, balance charts, manifests, etc., in coordination with operator and handling agent to maintain same work loop.
  3. Compile and dispatch statistics, returns and reports in accordance with WFP procedures, rules and regulations to office base in charge.
  4. Maintain good relationship with airport authorities and well represent UNHAS WFP Yemen operation in good manner.
  5. Respect the work of concerned authorities with no interference by UNHAS staff for the security procedures.
  6. Comply with the time frame scheduled for the aircraft departure and arrival, also the importance of presence prior and during the checking procedures.

Passenger and Baggage handling.

  1. Supervise the check-in procedures and flight dispatch activities.
  2. Follow UNHAS Yemen standard procedures in all passengers handling aspects. (Air Transport Manual “ATM”, Standards administrative operational procedures, Emergency Response Plan, UNHAS user guide).
  3. Check-in passengers in accordance with requirements and instructions issued by UNHAS Yemen operation memos and rules.
  4. Ensure time of arrival and/or departure of chartered carrier’s aircraft.
  5. Guide passengers from the chartered carrier’s aircraft through controls to connecting transportation and vice versa.
  6. Handle baggage in the baggage sorting area, deliver baggage in accordance with the local procedures in coordination with ground handling agent.
  7. Supervise If applicable, storage of baggage in the customs bonded store if required (any storage fees to be paid cash by the passengers).
  8. Assist passengers requiring special attention.
  9. Ensure Weight and tag checked and unchecked baggage.
  10. Ensure the conveyance of checked baggage from the baggage check-in position to the aircraft and vice-versa.
  11. Deal with loss, found and damaged property and report such irregularities.
  12. Notify the HoO in the base of complaints/claims made by passengers.
  13. Supervise check of passengers upon embarkation (count to be compared with messenger manifest and general declaration).
  14. Send daily summary flight report to UNHAS Amman base HoO in charge.
  15. Responsible to check out going passengers travel documents (Valid passport, Valid visa or residence, extra weight luggage-CMRs) and notify passenger which gate to report.
  16. Ensure to deliver and received final approved manifest and all related flight documents for each departure and arrival movement for file in office records.
  17. Report all airport occurrences and admin issues to UNHAS Amman base HoO in charge.
  18. Send Flight movement MSG for departure and arrival according procedure.
  19. Ensure team work in all matters.
  20. Carry out any other duties as directed by HoO Amman base.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience in dispatching flights from uncontrolled airfields. • Experience in interpreting operational flight plans. • Experience in fuel planning, fuel management and supervising refuelling operations. • Experience in airside operations and marshalling procedures.
