This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

This position will be based within the GEF Team, Economy Division, UNEP office based in Gigiri Nairobi. This position will be supervised under the Fund Management Officer within the GEF team. The key functions are performed under a broad partnership with multiple sectors at the national and devolved units which requires individual flexibility and adaptation skills.

Under the direct supervision of the Programme Budget Officer, the UN Volunteer will undertake the following tasks: • Review and analysis of audit reports for all projects and compile audit recommendations. • Liaise with the program managers, recommend improvements in financial management, and participate in audit missions. • Responsible for drafting of legal instruments, amendments and budget revisions for all projects in line with the required standard Legal Instruments templates, working with the task managers to ensure timely and high-quality documents. • Monitor the status of audit reviews and recommendations. • Liaise with the Legal Unit – Corporate Services Division regarding preparation of legal instruments as and when necessary, ensuring compliance with rules and regulations. • Scrutinize documents for completeness, accuracy, and validity of requests in line with applicable policies, procedures, rules and regulations. • Act as a focal point for all procurement related matters including all high value procure-ments. Liaise with UNON, UNEP and vendors, coordinate processing of procurement contracts. • Preparation of quarterly status report with regards to project audit. • Prepare relevant supporting documentation with respect to Legal Instruments. • Collect relevant information and documentation related to specific audit assignments; calculate, compute and verify data • Respond to queries and draft correspondence in relation to project audit and Legal mat-ters from management and ensure timely responses. • Ensure that accurate and complete accounting; reporting and internal control systems are functioning. • Ensure that all relevant records and audit trails are maintained. • Provide guidance to program managers on audit matters. • Perform data extraction and prepare various reports for management review. • Carry out any other related duties and responsibilities as required.

The International Specialist UNV will be stationed in Nairobi.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighbouring So-malia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Coun-ties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s popu-lation of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an av-erage rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tu-bers.” (FAO).

Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readi-ly available. The city is widely connected through its main airport, Jomo Kenyatta Internation-al Airport and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP.

The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
