You have:

  • Bachelor's degree in accounting, finance or business administration.
  • Chartered Financial Analyst (CFA) candidate would be an asset.
  • Relevant experience gained in an international organization, financial institution, or corporate environment in cash management, investments, foreign exchange, banking, finance, or accounting, preferably at the international level, would be considered an asset.
  • Fluency in both written and spoken English language.
  • Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.
  • High level of integrity. Attention to detail and accuracy.
  • High level of initiative and flexibility to adapt to a rapidly changing Treasury environment.

This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States and supports the control environment related to financial reporting. The Treasury Unit is responsible for the management of the IAEA's investments according to the approved investment guidelines. It ensures that an appropriate balance of cash is available to meet all financial obligations in the required currencies, conducts foreign currency dealings, manages banking relationships, performs bank transactions and records all cash receipts.

Main Purpose

Under the general guidance of the Treasurer, the Associate Treasury Officer provides analysis and day-to-day operational management of the IAEA's cash holdings, ensuring that funds are available to meet financial obligations including investment of excess cash, maintaining sufficient funds in current bank accounts, performing booking of treasury transactions (including investments and foreign exchange). This role ensures compliance of all investment ceilings, limits and credit ratings as per approved guidelines.

Role

The Associate Treasury Officer is: (1) a team member working together with other members of the Treasury unit to ensure accurate and timely processing of Treasury transactions in an effective manner and in compliance with established procedures and guidelines, (2) a contact point for colleagues in MTBF to gather data that is needed to estimate the liquidity requirements of the Agency, (3) an analyst reviewing on a daily basis the IAEA's cash position to ensure adequate liquidity and that all limits, ceilings and credit ratings are within the approved guidelines, and; (4) an innovator, looking for ways to improve the Treasury operations with the use of new technology and best practices in Treasury.

Functions / Key Results Expected

Contribute to the overall objective of the Treasury, namely, to ensure maximum benefit from the IAEA's holdings by planning the daily cash requirements of the IAEA and keeping only the optimal amount needed to pay daily expenditures on current accounts. Retrieve and monitor daily cash positions as well as any other report requested by the Treasurer including the IAEA's exposure and compliance reports. Perform the booking of treasury transactions in the system. Keep abreast with the financial markets, monitor credit ratings and market-based indicators of the credits/issuers in which the IAEA invests its funds. Make recommendations to the Treasurer on ways to improve the Treasury operations and contribute to document of all Treasury procedures. Supports the Treasurer and the Associate Treasurer in preparing information for the Investment Committee and the auditors. Work closely with the IT support teams to request changes and report problems and test solutions.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $43834 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 22794*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
