1. Organizational Context

  1. Organizational Setting

The post is located in the Distance Learning Program of the WIPO Academy. The WIPO Academy plays a central role in WIPO's activities to enhance the capacity of countries to use the intellectual property (IP) system and adopts an interdisciplinary approach to IP education focusing on its links with trade, innovation, health, applied sciences, information technology and creative industries. The portfolio of courses on IP caters to different target audiences: inventors and creators, business managers and IP professionals, policy makers and government officials of IP institutions, diplomats, students and teachers of IP and the civil society.

  1. Purpose Statement

The WIPO Distance Learning (DL) Program provides easy access to updated and relevant IP knowledge in all fields of IP. To achieve this, it runs each year an average of 330 general and advanced training courses for the benefit of more than 100,000 persons worldwide. The courses cover the basics of IP rights in support of innovation and creativity (history, definitions, applicable processes and scope of protection), their economic rationale, international sources of IP law, and the international protection of IP and landmark judicial cases. This includes in the areas of IP, the global IP services offered by WIPO to innovators current developments and best practices in strategic management of IP rights, and address SME's, youth, and women through specific programs. The courses are offered in several languages including Arabic, Chinese, English, French, Russian, Spanish, and Portuguese, and customized to more national and local languages.

  1. Reporting Lines

This position reports to the Head of the Distance Learning Program, and is under the overall supervision of the Executive Director of the WIPO Academy, Regional and National Development Sector.

  1. Work Relations

The post is located in the Distance Learning Program, WIPO Academy (RNDS). The Associate Training Officer supports the development, integration and implementation of youth IP-creativity-inventiveness training projects designed to address the needs of youth organization in developing countries, least-developed countries and countries in transition in particular in the Arab region. The program supports WIPO’s mission to ensure a world where IP is a catalyst for innovation, and creativity for the benefit of everyone.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Implement the WIPO Academy IP, Creativity, and Inventiveness (IP4Youth and Teachers) through blended/hybrid/distance learning courses and projects in line with WIPO’s MTSP;

b. Manage and update the WIPO Academy online hub for Member States on IP, Creativity and Youth gathering best practices, identifying academic subject areas, and requirements; link age-appropriate resources for common use by Member States; and provide recommendations to improve global youth IP services;

c. Run the translation and implementation of a new initiative for exchanges between youth creativity experts and IP professionals; and develop annual community activities for youth and education/curricula setters in WIPO Member States;

d. Organize and implement youth innovation camps associated with the Theory Invention (TRIZ); organize events such as the WIPO Academy round tables on IP, Creativity and Youth; IP Youth Ambassador development courses and network, award and follow-up;

e. Support the design and implementation of customized mentoring programs for youth and teachers including selection of IP Youth and Teacher Ambassadors;

f. Apply quality control of translations; follow-up on content development, system upgrades, and reviews of the WIPO Academy IP4Youth&Teachers tools;

g. Research and identify linguistically diverse applications and expertise on innovative use of WIPO Academy’s youth related courses; and implement follow-up actions and procurement of contractual modalities for engagement of relevant experts;

h. Prepare draft contributions to the Academy’s reports, work plans and newsletters related to youth and teachers;

i. Organize and assist in workshops and internal meetings, and events related to youth and teachers;

j. Liaise with internal teams, international organizations (e.g. UNITAR, ITC Academy, UNESCO) and external partners from the private and public sectors;

k. Identify, collect and analyze quantitative and qualitative findings data for reporting purposes;

l. Perform other duties as required.

3. Requirements

Education (Essential)

First-level university degree in development, languages, education, operations, international relations, or related field.

Experience (Essential)

At least three years of professional experience in the area of training with certification standards for youth and young adults preferably using on-line and blended methods.

Experience should include classroom teaching of primary and secondary school ages preferably in life-skills.

Experience should include IP eLearning working in multicultural and multilingual environment.

Hands-on experience in multi-stakeholder capacity building of various target audiences including SME’s, women and youth.

Language (Essential)

Excellent knowledge of English or French with good knowledge of the other.

Excellent knowledge of Arabic.

Language (Desirable)

Knowledge of other languages.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2023 rate of 81.8%.
