Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The position is located in the Sustainable Demographic Transition Section, Social Development Division. The Associate Social Affairs Officer reports to the Chief of Section.

Responsibilities Under the direct supervision of the Chief, Sustainable Demographic Transition Section, and the general direction of the Director, Social Development Division, the Associate Social Affairs Officer will be responsible for the following duties:

Social Analysis

  • Carries out policy-oriented basic research on selected aspects of critical areas of concern related to social development related to SDGs and all aspects of the demographic transition, population ageing, international migration, and population and development; collecting, analyzing and presenting statistical data and other information gathered from diverse sources, analyzing it through statistical tools, and drawing meaningful policy interferences; participating in the analysis of national experiences in social planning and policy development in the Asia-Pacific region.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, sections of reports and studies, inputs to publications, etc. on population and development.
  • Provides administrative and substantive support to expert group meetings, panel discussions, conferences, etc., to include proposing agenda topics, researching and proposing experts, handling logistics, etc.
  • Analyzes progress and developments in the implementation of socio-economic issues and social development programmes undertaken by Governments in the context of population and development and the 2030 Agenda; contributes to the development of mechanisms for monitoring programme implementation.
  • Prepares briefing notes on population and development for senior staff.
  • Maintains awareness of current social affairs and related issues, to include relevant political, policy, gender issues/considerations or other developments in specific sector, country or region concerned.

Intergovernmental Support Intergovernmental Support - Provides support to intergovernmental processes on population and development by: preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports and similar material; assisting in the organization of panels, round tables, etc. on social development issues for intergovernmental processes; supporting CSO consultations.

Technical Cooperation - Compiles and analyses the population and socio-economic data and other information necessary for the preparation of technical cooperation project proposals in the area of social development with a focus on population data. - Prepares documentation for technical cooperation programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sectoral technical cooperation projects.

General - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. - Undertakes on-the-job and other training activities, both internally and externally.

    Education Advanced university degree (Master’s degree or equivalent) in sociology, statistics, demography, geography, economics, public administration, other social science or related field is required.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible experience in socioeconomic development, policy analysis, policy design and implementation, sociological research or related area or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Proven skills working in Excel and Word are required.

Background and experience in population and development issues is desirable.

Background and familiarity with statistical analysis is desirable.

Experience in the United Nations Common System or international organizations is desirable.

Experience in drafting papers and reports is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge or another UN official language is an advantage.

Assessment Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice This is a temporary position and will initially be available for three months. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

In the event that this position becomes vacant, it will be filled through the Young Professionals Programme placement according to ST/AI/2012/2/Rev.1.

Staff Members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
