Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The position is located in the Sustainable Demographic Transition Section, Social Development Division. The Associate Social Affairs Officer reports to the Chief of Section.

Responsibilities Under the direct supervision of the Chief, Sustainable Demographic Transition Section, and the general direction of the Director, Social Development Division, the Associate Social Affairs Officer will be responsible for the following duties:

Social Analysis

  • Carries out policy-oriented basic research on selected aspects of critical areas of concern related to social development related to SDGs and all aspects of the demographic transition, population ageing, international migration, and population and development; collecting, analyzing and presenting statistical data and other information gathered from diverse sources, analyzing it through statistical tools, and drawing meaningful policy interferences; participating in the analysis of national experiences in social planning and policy development in the Asia-Pacific region.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, sections of reports and studies, inputs to publications, etc.
  • Develops and maintains reference/resource information on specific topics, policy-related issues, recent developments and trends in the field, etc.; liaises with NGOs, researchers, etc. to obtain and provide data and information; responds to various inquiries and information requests internally and externally.
  • Provides administrative and substantive support to expert group meetings, panel discussions, conferences, etc., to include proposing agenda topics, researching and proposing experts, handling logistics, etc.
  • Analyzes progress and developments in the implementation of socio-economic issues and social development programmes undertaken by Governments in the context of the 2030 Agenda; contributes to the development of mechanisms for monitoring programme implementation.
  • Prepares briefing notes on population and development for senior staff.
  • Undertakes outreach activity in assigned areas, providing presentations and other inputs (e.g. articles, publications), and attending professional and NGO meetings.
  • Maintains awareness of current social affairs and related issues, to include relevant political, policy, gender issues/considerations or other developments in specific sector, country or region concerned.

Intergovernmental Support Intergovernmental Support - Provides support to intergovernmental processes dealing with social development issues by: preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports and similar material; preparing inputs to statements by members of the Bureau and Secretariat staff to such meetings; assisting in the organization of panels, round tables, etc. on social development issues for intergovernmental processes.

Technical Cooperation - Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of social development. - Prepares documentation for technical cooperation programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sectoral technical cooperation projects. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. - Participates in fact-finding and advisory missions to government and other activities in support of work programme.

General - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. - Undertakes on-the-job and other training activities, both internally and externally.

Education A recognized first-level university degree in sociology, statistics, demography, geography, economics, public administration, other social science or related field is required. Advanced university degree (Master’s degree or equivalent) in the aforementioned fields is desirable.

Work Experience A minimum of two years of progressively responsible experience in socioeconomic development, policy analysis, policy design and implementation, sociological research or related area, or the successful completion of the United Nations National Competitive Recruitment Examination (NCRE) or Young Professionals Programme Examination (YPP) is required.

Background and familiarity with statistical analysis is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge or another UN official language is an advantage.

Special Notice This position is vacant due to the temporary assignment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

In the event that this position becomes vacant, it will be filled through the Young Professionals Programme placement according to ST/AI/2012/2/Rev.1.

Staff Members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This is a temporary position and will initially be available for three months. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
