Org. Setting and Reporting This position is located in the United Nations Verification Mission in Colombia, within the UNDSS Integrated Security Workforce. The Associate Security Information Analyst at P-2 level reports to the Chief Security Adviser (CSA) on all security information analysis and managerial matters. The Associate Security Information Analyst (P2) manages and leads the UNDSS Security Information Coordination Unit (SICU).

Responsibilities Within limits of delegated authority, and under the general supervision of the CSA, the Associate Security Information Analyst at P-2 level is responsible for the management of information relevant to security. This includes collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UN Designated Official (DO) and Security Management Team (SMT) to enhance the safety and Security of the UN personnel, assets and operations in the Colombia, as directed by the CSA.

The Associate Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through insertion and monitoring of the Safety and Security Incidents Reporting System (SSIRS), situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

Assist the CSA in gathering and processing all relevant Security Information in support of the UN Security Management System (UNSMS) including the UNVMC and Agencies Funds and Programs (AFP), as required;

Maintains an understanding of the political and security situation in all the country with special focus in the UN area of operations; follow unfolding events; conducts trend analysis and mid to long-term predictive analysis; work with colleagues to gather and verify information; and be able to select, confirm, and deliver the relevant security information, in a concise manner (written or oral);

Contributes to situational awareness by producing timely accurate and analytical reports and briefings that inform senior UNSMS leadership through the CSA;

Analyzes security information, identifies trends of threats and security incidents affecting UNSMS personnel, assets and operations in the country;

As directed by the CSA prepares, and revises Security Threat Information (STI), Security Risk Management (SRM), Physical Security Assessments (PSA) for the existing SRM Areas, in cooperation with the Area Safety and Security Units (ASSU) as all well as ad hoc SRM and PSRM for SUNO visits, specific UN programs and activities, and periodical SICU reports.

Contributes to the development of corresponding security advisories, alerts and recommendations on security operating procedures;

Provides country wide security threat awareness, briefings and presentations to CSA, DO, SMT and SUNOs on security related matters, as required; Includes cross-cutting issues such as gender, ethnic and others as part of the security analysis;Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;

Foster effective working relationships with and within the various UNSMS organizations and relevant external actors and organizations in Colombia;

Maintains a system for classifying and storing sensitive information and mapping of security incidents affecting United Nations system personnel, assets and operations;

Contributes to the development of regional threat assessments in neighboring countries, under the coordination of the CSA;

Participates in fact-finding and other assessment missions to the field;

Performs other duties as directed by CSA.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Education An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations. A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. Successfully certification in the UN DSS Security Analysis Process and practice (SAPP) course is an asset (and will be expected for future advancement in this field).

No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P.

Work Experience A minimum of two years with advanced university degree of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required. At least one year of experience in a conflict, or post conflict or complex environment is required. Experience with Security Information and Operations Centre (SIOC) Security Information Coordination Unit (SICU), Joint Mission Analysis Centre, maintenance and coordination of priority information requirement ,computerized data base and archives, mission wide risk analysis, conduct of statistical analysis to identify trends and security incident patterns is desirable. Experience with assessment of conflict dynamic, GIS data base management , military or national intelligence, etc. is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position fluency in both English and Spanish is required.
