Org. Setting and Reporting The post is located at the Intergovernmental Meetings Unit (IMU) of the Secretariat to the Governing Bodies Section (SGB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Associate Secretariat Services Officer will report to the Chief of the Intergovernmental Meetings Unit under the overall supervision of the Chief of the Secretariat to the Governing Bodies

Responsibilities Within assigned authority, the incumbent will perform the following specific duties:

  • Assist in the substantive preparation, organization and servicing of the sessions and intersessional work of the Commission on Crime Prevention and Criminal Justice (CCPCJ) and the Commission on Narcotic Drugs (CND), including its subsidiary bodies, as well as the work of the Extended Bureaux of the Commissions, the standing open-ended intergovernmental working group on improving the governance and financial situation of the United Nations Office on Drugs and Crime and other intergovernmental UNODC meetings, and the United Nations Congresses on Crime Prevention and Criminal Justice;
  • Prepare speaking notes, background documentation and other written reports in preparation for and the follow-up to the meetings of the bodies mentioned above; prepare pre-session reports on agenda items, in-session papers, and assist with preparation of final report of the meetings; assist in the preparation of draft reports of parliamentary meetings;
  • Conduct research, prepare and coordinate parliamentary documentation on specific items of the agenda for the Commissions, GA, ECOSOC and other legislative bodies;
  • Review and analyze information related to the treaty-based functions of the Commission on Narcotic Drugs regarding the scope of control of substances and draft reports based on that information;
  • Prepare written and audio-visual material promoting the work of the CND and the CCPCJ for print and online publication;
  • Prepare draft Notes Verbal and letters to Member States;
  • Assist in the preparation and compilation of the directory on national competent authorities mandated by the international drug control conventions;
  • Assist the Chief of SGB in identifying action to be taken regarding the implementation of resolutions and decisions of the GA, ECOSOC, CCPCJ and CND and its subsidiary bodies; assist in the follow-up and related in-house coordination to resolutions adopted by the CCPCJ, CND, ECOSOC and GA;
  • Advise on rules of procedure; facilitate consideration of agenda items; contribute to inputs of drafting groups; propose strategies and timetable for setting/achieving goals;
  • Prepare draft provisional agenda and annotations; identify need for documents and conference room papers, and coordinate their preparations, review reports for content, consistency, and policy implications;
  • Prepare substantive notes and reports on the outcomes of inter-sessional meetings and assist in monitoring follow-up;
  • Formulate and circulate to members of the subsidiary bodies questionnaires and analyze responses received; identify follow-up action required and prepare reports;
  • Support coordination of work with the General Assembly and the Economic and Social Council in connection with the work of the Commissions;
  • Provide substantive and administrative inputs/services to expert groups, working groups and symposia established by legislative bodies to examine and report on technical considerations of drug control and crime prevention (background papers, selection of experts, invitations and other related administrative arrangements, as required);
  • Assist with the maintenance of budget and programme implementation related databases and preparation of related reports, and in coordinating and supporting the Chief of SGB in the preparation and monitoring of budgetary submissions, work plans and other management requirements for the work of SGB;
  • Perform any other work related duties as required.

    Competencies Professionalism: Has substantive knowledge of the work of the United Nations on drug control, crime prevention and criminal justice and substantive knowledge of the international drug control conventions as well as of mandates in the area of drug control, crime prevention and criminal justice. Is able to produce and contribute to reports and papers on technical and substantive issues and to review and edit the work of others. Has proven ability to analyze expeditiously extensive and substantive policy documentation. Has knowledge of servicing meetings of intergovernmental bodies and the role of the Secretary of such meetings. Is able to organize events with intergovernmental participation. Is able to liaise with representatives of Member States on policy topics. Has knowledge of processes relating to fundraising and administration of projects. Has knowledge of ways of production of social media, audio-visual material and web content. Is able to apply UN rules, regulations, policies and guidelines in work situations, including with respect to servicing meetings and the preparation of United Nations parliamentary documentation. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of French and/or Spanish is desirable. Knowledge of another official United Nations language is an advantage.

    Education An advanced university degree (Master’s degree or equivalent) in law, international law, political science, economics or other relevant field, is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of professional experience in international or national work related to crime prevention and criminal justice, as well as drug control, or in a relevant occupational group OR the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Proficient experience in computer skills, use of relevant word processing, spreadsheets, databases and statistical software is required.

Experience of organizing and substantive servicing of meetings and research, analysis of data and preparation of reports is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, including excellent drafting skills, is required. Knowledge of French and/or Spanish is desirable. Knowledge of other UN official languages, namely Russian, Arabic or Chinese, is an asset.
