PURPOSE OF POSITION

The Associate Response Director will provide strategic leadership, management and coordination to the Chad SCRAMER Response ensuring effective scale up and delivery of humanitarian assistance to affected Sudan refugees in Eastern Chad as required. The

Associate Response Director oversees all aspects of the response from strategy to implementation including team management, partner relations, risk management and relations with a wider range of local and international stakeholders for this large-scale response in a complex, fluid and challenging humanitarian context with a high level of global interest and engagement. He/she is responsible for ensuring meaningful internal and external collaboration, coordination and engagement with a range of stakeholders in order to effectively deliver assistance to the most vulnerable children in the affected community.

World Vision is looking for a senior, experienced humanitarian leader with a strong track record in complex crises and fragile contexts, program management and excellent team leadership, communications, risk and relationship management skills.

MAJOR RESPONSIBILITIES

Strategy:

  • Develop the Chad SCRAMER (Sudan Crisis & Migration Emergency Response ) Response strategy.
  • Develop a Response Disaster Preparedness Plan and update it annually.
  • Maximize resources for SCRAMER- national response in the NOs through engagement with government, multilateral donors, public and private donors.
  • Lead humanitarian response capacity building that is commensurate to SCRAMER level of disaster risk.

Program Implementation & Reporting

  • Ensure that all Chad SCRAMER projects are managed according to agreements made with the donors and support offices
  • Ensure that all special programs are implemented, monitored, and evaluated, according to set plans. Ensure monthly Grant Health Tracker (GHT) meetings.
  • Ensure that all agreements with donors and support offices and other stakeholders are adhered to.
  • Review and submit all SCRAMER reports including Sitreps
  • Prepare and submit monthly management report
  • Establish a response information management system with program/project Team.

Financial management

  • Ensure that all finances in the Chad SCRAMER projects are managed and accounted for in ways that have been agreed upon with the donors and support offices
  • Ensure that monthly FFRs and actions followed up on.
  • Ensure that audit reports are responded to in time
  • Ensure that audit recommendations are implemented and reported on a regular basis.
  • Ensure compliance of field operations as per approved policies, systems, procedures and internal controls.

    People Management

  • Lead in determining or identifying staffing needs,

  • Determine skills and qualification and ensure recruitment.
  • Define work responsibilities and reporting relationship for staff in country program.
  • Ensure that all staff attends devotions
  • Promote capacity of all staff and develop succession plans.
  • Help create a conducive working environment for staff and harmony between respective units of the response.
  • Lead team/individual development and provide direction and support as needed to enable effective performance

    Risk management.

  • ensure that security, legal, safeguarding, other key risks and resources are well managed with good stewardship across the response.

  • Ensure that security assessments are organized for all field operations in order to develop a security plan and monitor the implementation of recommendations.

External Engagement/ Networking

  • Create and maintain collaboration linkages (net-working) with churches, government, other Non-Governmental Organizations, UN agencies and Local missions and Embassy Offices within the Eastern Chad, and donor agencies
  • Synergize and collaborate with National Office & Support Offices,
  • Attend all SO meetings and Eastern Chad meetings associated with Associate Response Director
  • Develop a SCRAMER external engagement plan for networking and partnership and ensure its implementation.

  • Strong empirical knowledge of the humanitarian sector.

  • Proficiency in French and English required (essential to have a working level of French language with a willingness to improve).
  • Interpersonal relationship skills and willingness to learn.
  • Knowledge of Ms Office packages (Ms word, Power point and Ms Excel)
  • Strong experience in setting up or scaling up multi sectoral relief programmes
  • Knowledge of SPHERE, LCP and other programming tools
