Under the overall authority of the Director for the Bureau of Strategic Planning (DIR/BSP), the Chief of Section for Donor Outreach and Resource Mobilization (BSP/DPA/DRM) and the Director of the UNESCO Liaison Office in Brussels (Belgium), and the direct supervision of the Resource Mobilization Officer and Focal Point for the cooperation with the European Union, the incumbent will support the coordination of the partnership with the EU. In particular, the incumbent will contribute to the daily monitoring of on-going projects funded by the European Union, reporting and evaluation, given that extrabudgetary resources from the EU have been increasing rapidly over the last years. The incumbent will review reports and other document related to on-going projects funded by the European Union to ensure adequacy with EU specific requirements, prepare cover letters for their submission to the EU etc. The incumbent will prepare and update internal material such as helpcards concerning the different funding opportunities and programmes of the EU, provide advice to colleagues on implementation modalities and specificities required by the EU. The incumbent will be based at the UNESCO Liaison Office with the EU in Brussels and help coordinate joint efforts between BSP and the UNESCO Liaison Office by providing advice and support to colleagues in the preparation of new proposals, while aiming at improving quality and relevance in light with EU frameworks and shared priorities. In this respect, one crucial aspect of the work of the incumbent is to strengthen integrated teamwork between the UNESCO Liaison Office in Brussels and BSP with a view to sharing knowledge between the Bureau and the Office for the day to day work in the context of the UNESCO-EU partnership. **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The incumbent will assist in the main tasks related to the cooperation with the European Union (EU) and in particular: **Reporting & Project Monitoring** - Provide advice to colleagues, in Headquarters and Field Offices, on the preparation of progress and final reports for submission to the EU, including the review of narrative reports, in particular assessing compliance with Agreement conditions, language and content and drafting of cover letters. - Ensure timely control and monitoring by project officers of EU-funded extrabudgetary projects with a view to meeting EU deadlines and avoid delays. - Propose and update Help Cards and other documents to assist project officers with reporting and monitoring and consult UNESCO colleagues prior to their finalization. - Assist in developing guidelines for narrative progress reports, based on conditions specified in Agreements and the report template prepared by BSP for other extrabudgetary projects. Long Description ---------------- **Preparation of Agreements & Addenda** - Assist in the preparation of Agreements and addenda (extension requests, budget revisions, etc.), including the review of documents and coordinate final submission (paper files, signatures and transmission letters). **Identify Funding Opportunities in close consultation with team of UNESCO Liaison Office inter alia relation to:** **a)** **New Multiannual Financial Framework (MFF) 2021-2027** - Search and Analyze documents of the European Union (i.e. New Multiannual Financial Framework (MFF) 2021-2027, priorities of the new Commission, Communications) and provide inputs to enhance the policy dialogue between UNESCO and the EU. - Provide substantive inputs and assist in drafting briefings and recommendations for strengthening the partnership. - Develop materials for communicating the new MFF internally. **b) EU Calls for Proposals** - Monitor open Calls for Proposals that could be interesting for UNESCO, in particular for field Offices, in terms of thematic areas and allocated budget. - Prepare summary document for the selected Calls for Proposals to which UNESCO is eligible, and that are interesting for the Organization to be shared internally. - Assist in the preparation and submission of Concept Notes and Full Application, notably by reviewing them in line with the specific requirements of the calls.
