The Associate Resettlement and Complementary Pathways Officer is a member of the Resettlement team in Addis Ababa. Under the direct supervision of the Resettlement Officer in Addis, s/he is responsible for conducting Resettlement interviews and drafting RRFs to determine the eligibility for Resettlement, reviewing RRFs submitted by sub-offices in Ethiopia, and providing general support to the Resettlement Officer in management of Resettlement quota for Addis and nationally.

Under the direct supervision of the Resettlement Officer, the UN Volunteer will under-take the following tasks:

• Conduct casework by interviewing identified refugees for resettlement. Assess the resettlement needs and complete RRF (Resettlement Registration Forms) and refer cases for review to the Resettlement Officer; • Research country of origin information to support and strengthen resettlement cases; • Support and assist in the preparation of and facilitation of resettlement country missions; • Assist Resettlement Officer with the organizing of training workshops and seminars on resettlement related issues for UNHCR staff; • Manage in a fair manner refugees’ resettlement expectations through information sharing, outreach and counselling; • Regularly liaise with Protection, Community Services and other relevant Units to individual case processing within the Office; • Regularly update ProGres database with resettlement events and maintain own statistical data for reporting purposes; • Participate at the Resettlement Unit, Protection Section and Office meetings when re-quested; • Undertake support resettlement missions to the field when required.

• Professionalism: demonstrated understanding of operations relevant to UNHCR; technical capabilities or knowledge relevant or transferrable to UNHCR procedures and rules; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented; • Integrity: demonstrate the values and ethical standards of the UN and UNHCR in daily activities and behaviors while acting without consideration of personal gains; resist undue political pressure in decision-making; stand by decisions that are in the organization’s interest even if they are unpopular; take prompt action in cases of unprofessional or unethical behavior; does not abuse power or authority;

Experience with refugees and/or other people of concern in a protection capacity required, especially in conducting RSD (Refugee Status Determination) and resettlement interviews.

Desirable Qualifications and Skills: • Knowledge of UN policies and procedures; • Field experience; • Flexibility and ability to provide support and oversight to numerous projects at once and willingness to undertake some related administrative tasks; • Strong interpersonal and communication skills in a multi-cultural setting; • Ability to complete tasks within a set time frame; • Good analytical skills; • Ability to work effectively and with minimum supervision.

Addis Ababa is a large capital city with a variety of schools, medical facilities, restaurants, entertainment and other activities that you would expect. It is home to the African Union, The Economic Commission to Africa and numerous UN agencies and NGOs. As such there are a large number of international staff from around the world. It is sometimes re-ferred to as Africa’s capital and if a country has an embassy anywhere in Africa, it will probably have one in Addis. The city is over-crowded with the resultant heavy traffic. Cars, like other imported goods, are expensive and there are slow procedures to buy or import one but taxis are readily available. There is a range of accommodation from apartments to houses though as a dense urban area, large gardens are rare. House rental prices can be high and the quality of building finish is often poor. Power cuts are common and it is ad-visable to have a generator. Proximity to the office and directions of peak traffic flow are important consideration when finding a place to live as travel can be slow. The city is gen-erally safe though pick pockets operate in crowded areas. Covid19 prevention measures in open space need careful consideration, wearing a mask in public spaces is compulsory, masks and sanitizers are available in pharmacies and street vendors. There are many health facilities for testing with results in 8-12 hours, including covid19 drive-through test-ing facilities. Ethiopia has a range of natural and cultural attractions though distances are great and it is often easier to take an internal flight to reach them. Addis Ababa is a major airline hub with good connections to many international destinations. There are sporadic outbreaks of political and ethnic violence in different parts of the country which result in temporary localised travel bans by the UN Department of Safety and Security. Addis Aba-ba is a foreigner-friendly city, in terms of economy, local society, expats, safety, climate, no malaria. Internet can be slow at times.
