Org. Setting and Reporting The Associate Reporting Officer reports to the Neutrality Coordinator.

Responsibilities Acts as the Agency’s focal point for the production of reports on the application of humanitarian principles, particularly neutrality.

Participates in the preparation and publication of reports, including the quarterly bulletin on humanitarian principles in practice.

Drafts and incorporates neutrality related inputs into several reports, including international human rights mechanisms, UN, donors, other reports and ad hoc requests on international human rights and protection issues and the living conditions of Palestine refugees and their access to services.

Drafts short analyses using current data tools and processes; identifies areas where data collection processes and data analysis methods can be improved.

Regularly monitors UNRWA’s collected data and trends; uses data to prepare presentations, graphs, charts and/or briefings etc.

Monitors and analyses current events, public opinion and the press; identifies issues and trends, and advises on opportunities to promote advocacy in accordance with the Agency’s strategies.

Drafts reports on neutrality inspections and violations of neutrality in UNRWA installations and premises.

Contributes to advocacy and visibility activities by drafting tweets, reviewing media and other public outputs for accuracy; develops advocacy plans and analyses the impact of materials published, monitoring and reporting on feedback.

Reviews and/or develops work plans, which support the Agency’s neutrality requirements and monitors their implementation via various media, including the internet, intranet, advocacy efforts, and public information.

Provides other operational support as required, particularly to address gaps in humanitarian and emergency operations.

Education A university degree from an accredited educational institution in international relations, social sciences, communications, journalism, literature, language, humanities or a related field.

Work Experience At least four years of relevant experience in drafting reports. A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. At least one year of practical reporting experience, preferably in humanitarian and human rights issues and drafting official reports. Previous experience working in neutrality with the United Nations (desirable).

Languages Excellent command of written and spoken English and working knowledge of Arabic.

Excellent command of written and spoken Arabic (desirable).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract: Temporary appointment

Duration of Contract: Six months (further extensions are subject to the availability of funds)

The Associate Reporting Officer may be required to travel in the Agency’s areas of operation.
