Mozambique is one of the most affected countries in the world by climatic-related hazards, like floods, cyclones and tropical storms. Since the beginning of the year the country has been already impacted by 5 tropical storms which regularly hits the northern coastal areas affecting thousands of families both in rural and urban locations. On 11 March 2022, Tropical Cyclone Gombe made landfall over the coastal area of central Nampula with strong winds, intermittent rains, and thunderstorm, causing significant damages. The cyclone reached the category of level 4, which was the same level measured for the IDAI cyclone in 2019. GOMBE had stronger winds in comparison to IDAI and these were mainly felt at the sea and coastal areas. As of 22 March 2022, local authorities declared that over 448,570 people have been affected in Nampula and Zambezia provinces, with the vast majority (380,000) in Nampula only. In addition, 82 people were injured and 61 reported dead.

Nampula hosts the only refugee settlement in Mozambique, Maratane, with around 9,300 refugees of multiple nationalities. The Maratane refugee settlement has some 18,000 host community members living in villages around the settlement. In addition to the general population, IDPs, refugees and host communities in Nampula were severely affected by the Cyclone Gombe.

In Maratane refugee settlement, 80% of refugee households had their shelters severely damaged structurally and are in urgent need of safe shelter; the remaining 20% are at risk of being severely damaged if not urgently repaired, three temporary facilities from the primary health centres are severely damaged, and four classrooms of the primary school are completely damaged, with windows and doors in need of repairs for others, and roof in need of reinforcement and fixing. The services from partners are also disrupted as there were severe damages in the settlement administration unit, IFPELAC - UNHCR government partner on technical and vocational training for beneficiaries - training centres and UNHCR warehouses and office.

Host community surrounding Maratane settlement had their houses and crops damaged from the cyclone. Many vulnerable individuals are affected particularly from families with elderly and female headed households needing support to repair their houses and some in need of CRIs. Host community share the same services with refugees from the settlement that include schools, health care services and water.

Out of 735,000 conflict-induced internally displaced persons (IDPs) in northern Mozambique, 69,000 are in the affected area and also in need of urgent assistance after the cyclone. Based on preliminary data, around 1,600 emergency shelters have been impacted by Cyclone Gombe in Corrane IDP site. The health care centres were destroyed. The health care staff reported that medicine, furniture, and some equipment had been either lost or destroyed. This situation exacerbates the already difficult access of IDPs to health care services and cases of malaria and water borne diseases reported to be on the rise in Corrane IDP site. The maternity centre was destroyed leaving no option for IDPs to use these services. In addition, the impassable roads leading to the IDP site make it too challenging for health care workers to visit.

Within the delegated authority and under the supervision of Head of Field Office the UN Volunteer will:

• Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports. • Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media). • Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports. • Participate in annual reporting and planning process. • Work closely with Information Management to ensure accurate and attractive data presentation, including maps. • Support the monitoring of UNHCR’s partnerships and consolidate information about Partners’ activities. • Assist in the preparation of briefing kits and presentations for missions and visitors. • Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors’ contributions to UNHCR. • Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting. • Prepare and distribute minutes of meetings. • Provide technical support, training and clarification on UNHCR’s reporting policies and deadlines. • May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control. • Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant. • Perform other related duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Mozambique has a total population of about 29 million people and Maputo is its capital city. The total area of Mozambique is 799 380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°c to 24°c. Nampula is a C, Family duty-station where the security level is considered low (2). Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards. Overland travel on public transport can be hazardous due to poor vehicle and road conditions and is not recommended. The metical is the local currency and exchange rate stands at USD 1 equivalent to about 68.3 (MZN) as per April 2022. Other than meticais, US dollars and South African rand are the main exchange currencies. Major international credit cards (VISA, MasterCard, and Amex) are accepted (hotels, restaurants, and some shops) in all major towns. The public healthcare system in Mozambique is basic and limited. Private clinics can be found in Maputo and larger cities in Mozambique. Mozambique lies in a malaria zone, so the necessary precautions should be taken: Avoiding mosquito bites by using nets, candles and sprays is recommended. Vaccinations for diphtheria, hepatitis A, tetanus and typhoid are recommended. Tap water in Mozambique is not safe to drink, so bottled or boiled water should be used instead. Communication and transport services are available at various costs. The security situation in area north, Nampula and Niassa provinces are relatively calm. The biggest concern is criminality in the main urban centres of Nampula, Nacala, and Niassa where there are many medium and high-income individuals and business activities. In Nampula, basic health facilities and food shops/restaurant are available. Accommodation can be found through house renting from the private sector.
