• The operation has sufficient support to ensure a clear and coherent Registration strategy which reflects UNHCR's country, regional and global priorities and objectives. • UNHCR's Registration Standard Operating Procedures (SOPs) are implemented in accordance with relevant UNHCR standards and policies. • Persons of concern have fair and transparent access to registration procedures. • The integrity of UNHCR's registration procedures is ensured and refugee identities are secured over time through the implementation of case management and identity management tools. • Strong understanding of the principles of and concepts of international protection and UNHCR. • Training in registration, operational data management or information management desirable. • Familiarity with planning, programming and implementation of registration operations at the field level an asset.

Under the direct supervision of Registration Officer, the UN Volunteer will undertake the following tasks: • Assist in the development of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met. • Assist in the design, implementation and revision, as required, of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud. • Contribute to the design and implement appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents. • Conduct regular data quality and audit checks to monitor the accuracy of data collected as well as a tool for identification and prevention of fraud. • Assist in all activities related to verification exercises and implementation of proGres v4. • Develop and maintain information campaigns and processes to ensure that persons of concern, Government authorities and partners have accurate information on registration procedures, including UNHCR standards, policy and practice. • In cooperation with Protection staff, contribute to the design, implementation and monitoring of procedures for the identification and referral of persons of concern with specific needs who may require follow up protection interventions. • UNHCR's population database (proGres) is maintained to a high standard and re-mains a reliable, trusted source of personal information and protection needs of per-sons of concern to UNHCR. • The needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. • Represent UNHCR with relevant external partners in-country, as applicable. • Draft and submit reports and statistics related to registration.

The Republic of Rwanda is a small landlocked country in the Great Lakes region of east-central Africa, bordered by Uganda, Burundi, the Democratic Republic of the Congo and Tanzania. With almost 10 million people, Rwanda supports the densest population in continental Africa most of whom engages in subsistence agriculture and 3/4 of the population live below the international poverty line of US$1.25 a day. Rwanda is a verdant country of fertile and hilly terrain and bears the title "Land of a Thousand Hills".

The country has received considerable international attention due to its 1994 genocide, in which between 800,000 and one million people were killed. In 2008, Rwanda became the first country in history to elect a national legislature in which a majority of members were women. The country now has many international visitors and is regarded as a safer place for tourists. The principal form of public transport in the country is share taxi, with express routes linking the major cities and local services serving most villages along the main roads of the country.

A valid passport with visa is mandatory. In view of the bilateral agreements, nationals of the following countries may visit Rwanda without visa for a period up to 90 days: USA, UK, Germany, Canada, Uganda, Tanzania, Kenya, Burundi, Democratic Republic of Congo, Sweden, Mauritius, South Africa and Hong Kong. Visas can be applied online at www.migration.gov.rw A certificate of yellow-fever vaccination is required. Much of Rwanda lies at too high an elevation for malaria to be a major concern, but the disease is present and prophylactic drugs are strongly recommended. It is advisable not to drink tap water. Bottled mineral water can be bought in all towns. Hospitals are located in all major towns. There is also the UN Dispensary that can provide 1st aid assistance and guidance.

A combination of tropical location and high altitude ensures that most of Rwanda has a temperate year-round climate. Temperatures rarely stray above 30 degrees Celsius by day or below 15 degrees Celsius at night throughout the year. The exceptions are the chilly upper slopes of the Virunga Mountains, and the hot low-lying Tanzania border area protected in Akagera National Park. Throughout the country, seasonal variations in temperature are relatively insignificant. Most parts of the country receive in excess of 1,000mm of precipitation annually, with the driest months being July to September and the wettest February to May.

The unit of currency is the Rwanda franc. The US dollar is the hard currency of preference. It may be impossible to exchange travellers’ cheques away from the capital. Credit cards are usually only accepted at the major hotels in Kigali.
