This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Registration Officer or his/her designated mandated representative(s), the UN Volunteer Associate Registration Officer will:

  • Assist in the development of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met.
  • Assist in the design, implementation and revision, as required, of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
  • Conduct regular data quality and audit checks to monitor the accuracy of data collected.
  • Design and implement appropriate procedures to ensure quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
  • Develop and maintain information campaigns and processes to ensure that persons of concern, Government authorities and partners have accurate information on registration procedures, including UNHCR standards, policy and practice.
  • In cooperation with Protection staff, contribute to the design, implementation and monitoring of procedures for the identification and referral of persons of concern with specific needs who may require follow up protection interventions.
  • In cooperation with Operational Data Management and Information Management staff in Peru, Bureau and/or Headquarters, ensure the standardized and timely dissemination of reports and statistics on persons of concern.
  • Assess needs for trainings, as well as design and implement capacity building activities aimed at strengthening the knowledge and/or use of PRIMES tools, registration standards and protection concerns regarding data protection and security.
  • Support the roll-out of the protection modules (LPP, RST, SGBV and CP), providing technical advice to UNHCR staff and partners on the design of appropriate SOPs and implementation.
  • Support the implementation and use of PRIMES by other partners or in other locations as required by the Peru operation;
  • Support the Peru operation and the Regional team with a variety of data analysis and visualizations;
  • Supervise the Registration Assistant (G4) in her/his daily activities, particularly in terms of operational data management, reporting and support to partners.
  • Perform other related duties as required

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Undergraduate degree (equivalent of a BA/BS) in Information Technology or Social Sciences, International Relations, Law or other related field plus minimum 3 years of relevant professional job experience.

Graduate degree (equivalent of a Master’s) plus 1 year or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted.

  • Minimum 1 year of Registration-related work experience
  • Prior experience in Registration with UNHCR PRIMES tools or ProGres, and experience in development of Registration SOPs.
  • Self-motivated, ability to work with minimum supervision.
  • Excellent computer skills, particularly in data management.
  • Strong interpersonal skills, including stakeholder management.
  • Strong verbal and written communication skills in both Spanish and English.

b) Desirable qualifications & Competences:

  • Desirable experience as a supervisor or other roles in charge of a team.
  • Familiarity with planning, programming and implementation of registration trainings is an asset.
  • Strong understanding of the principles of data protection and UNHCR’s registration standards and procedures.
  • Training in registration, operational data management or information management desirable.
  • Excellent oral and written skills; excellent drafting, formulation and reporting skills;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Ability to work with tight deadlines;

Language skills:

  • Spanish(Mandatory), Level - Fluent
  • English(Mandatory), Level - Fluent
