1. Organizational Context

a. Organizational Setting

The post is located in the Quality and Training Section, Madrid Operations Division, Madrid Registry, Brands and Designs Sector. The Section is responsible for the development, coordination, implementation and monitoring of activities aimed at enhancing the quality of the outputs of all operational units of the Madrid Registry, as well as raising the skill and competency levels of the staff of the Registry.

b. Purpose Statement

As Associate Quality Control and Training Officer, the incumbent will contribute to the development and maintenance of the Madrid Quality Management Framework as well as the Madrid Training Management Framework with a view to assuring their sustainability, overseeing their implementation and assessing their outcome. The role of the Quality Control and Training Officer is to coordinate and support all operational units of the Registry in the preparation and participation in quality control activities.

c. Reporting Lines

The incumbent works under the supervision of the Head of the Quality and Training Section.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Perform quality control of international trademark examination and verify compliance with established legal and quality standards;

b. Collect documents and report quality performance of the operational units of the Madrid Registry;

c. Analyze the outputs of quality control and make recommendations to the Head of Section on appropriate corrective or preventive actions;

d. Document and provide trainings on examination policy and practice;

e. Support development of training materials, tools and programs;

f. Liaise and coordinate with all operational units of the Madrid Registry in the execution of the above tasks;

g. Perform other related tasks as required.

3. Requirements

Education (Essential)

First-level university degree in law, business administration, management or other related field.

Experience (Essential)

At least three years of relevant professional experience, preferably in intellectual property law and administration, in particular in the area of trademarks.

Experience (Desirable)

Experience in trademark law and rules and trademark examination.

Language (Essential)

Excellent written and spoken knowledge of English.

Language (Desirable)

Working knowledge of French.

Job Related Competencies (Essential)

Sound knowledge of rules and procedures of the Madrid System.

Excellent analytical skills, including the ability to spot errors, analyze raw data and develop practical recommendations.

Sound knowledge of quality metrics and training standards.

Excellent communication, organizational and planning skills.

Ability to keep records and produce high quality reports integrating data and graphics, using Microsoft Office applications, i.e. Word, Excel, Visio and PowerPoint.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the June 15, 2023 rate of 82.2%.
