Description of task

Under the direct supervision and guidance of the Health and Nutrition Officer, responsible for the Health and Early Childhood Development pillar of the UNICEF programme, the UN Volunteer will work on some of UNICEF’s key health initiatives in Kosovo, the Universal Progressive Home Visiting programme (UPHV) and the Immunization programme. The UN Volunteer UNV will a support with the strengthening of the monitoring and evaluation framework and overall programme coverage and implementation for the programmes.

Specifically, the UN Volunteer will undertake the following tasks:

  • Support the Ministry of Health (MoH) on strengthening the monitoring and evaluation framework for primary health care maternal and child health indicators, with focus on the provision of the universal progressive home visiting programme and the regular immunization programme;
  • Contribute to improving the coverage and quality of the home visiting and immunization programme at primary health care level, especially in UNICEF’s five selected focus-municipalities;
  • Assist UNICEF and implementing partners, central and local authorities, conduct regular monitoring activities and collect information from local health authorities;
  • Support the MoH and local health authorities in the expansion of the home visiting programme to national level;
  • Assist in developing a plan to strengthen managerial capacities to implement and monitor the home visiting and immunization programmes in all Kosovo’s 38 municipalities;
  • Support the MoH to develop a roadmap on family medicine capacity building, and assist in developing standardized protocols for implementation of tracking child development to strengthen early detection and interventions at the primary health care level;
  • Support the MoH, the Institute of Public Health, and local health institutions in sustaining essential health services for maternal and child health during the COVID-19 pandemic;
  • Contribute in monitoring and reporting on the COVID-19 vaccination and deployment plan activities;
  • Collaborate with different partners, facilitate dissemination of information between different institutions, facilitate meetings to exchange knowledge between local authorities.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s degree in public health, medicine (medical degree), nursing, healthcare administration, health science, global health, health economics, health management or other relevant discipline.

Required experience:

Experience remark:

  • Demonstrated interest and/or experience (up to 2 years) in public health, health systems strengthening, primary health care, nursing, medicine, development cooperation or other relevant area
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc), social media, and others;
  • Ability to work inclusively and collaboratively with a range of partners organizations, and authorities at different levels;
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be a plus;
  • Analytical and report writing skills;
  • Solid facilitation, negotiation and coordination skills;
  • Strong communication and organizational skills;

Language skills:

Learning Expectations

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

  • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.
  • Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management.
  • Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. The host agency will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel.

This assignment is funded by the Government of Sweden, therefore only Swedish nationals are eligible to apply. Moreover, candidates must be between 18 and 29 years of age throughout the assignment.

Selection process

Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Interviews will be conducted by the UN Host Entity between 29 March and 16 April. Usually these interviews are competency-based.

Assignment Preparation Training

Prior to deployment, the selected candidate will be required to attend a mandatory preparation training from 7 to 11 June 2021 organized by Sida.

COVID-19: In case of travel restrictions, assignments may start remotely or start dates may be postponed.
