OBJECTIVES OF THE PROGRAMME

WHO has zero tolerance for any form of sexual misconduct by any of its workforce. The WHO Western Pacific Region is taking concrete measures to prevent sexual exploitation, abuse, and harassment (SEAH), and prompt action whenever an allegation of misconduct is raised. SEAH within the workforce and communities WHO serves is a grave violation of its commitment to do no harm and protect the vulnerable. There were no adequate or consistent measures to safeguard from sexual misconduct in the past, but now WHO is taking systematic and intensive approaches to reach zero tolerance. WHO's current plan of work is outlined in the unified framework in response to the report of the Independent Commission who examined the allegations of SEA in the 10th Ebola virus disease outbreak in the Democratic Republic of Congo.

Together with other UN agencies, the UN Special Coordinator for SEAH, the UN Victims' Rights Advocate, the Inter-Agency Standing Committee (IASC), NGOs, and civil societies, WHO is working to transform the joint commitment to zero tolerance into action in countries, communities and within the Organization. The approach involves (1) putting victims and survivors at the heart of prevention and response, (2) establishing, capacitating, and enforcing accountability, and (3) reforming WHO's culture, structures, systems, and capacity.

DESCRIPTION OF DUTIES

a. Research and analyze information and issues brought to the attention of the PRSEAH unit in order to prepare briefing notes and summaries in accordance with the relevant provisions of the staff rules and regulations, policies and procedures, similar cases, practice, in-house knowledge, and sound judgment.

b. Extract statistics and help prepare regular generic reports on trends/systematic issues.

c. Organize/coordinate logistics/invitations for meetings, consultations, trainings, seminars, workshops, and video conferences.

d. Keep office documentations and filing system up to date.

e. Prepare and distribute innovative promotional/advocacy materials

f. Assist in preparing presentations to introduce PRSEAH at the briefing for new staff.

g.Screen, prepare, distribute, coordinate correspondences, reports, statistics, databases, charts, graphs, and follow up deadlines.

h. Assist in preparing workplan, monitoring of activities/budget, procurement contracts/purchases, recruitments, travels and leave plans.

i. Provide support to the division if needed,

j. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary, technical, commercial education or equivalent. Desirable: Relevant secretarial/administrative training.

Experience

Essential: At least five years of relevant work experience. Desirable: Experience preferably in WHO or other UN/culturally diverse organization, in-depth knowledge of rules and regulations,principles, structures and functioning, administrative procedures, and practices.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 638,273 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
