Org. Setting and Reporting This position is located within the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/ISIL in Iraq and the Levant (UNITAD) and will be based in Baghdad, Iraq. The Associate Protocol Officer reports directly to the Chief of Staff.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Under supervision of the Chief of Staff, the Associate Protocol Officer will be responsible for the following duties:

  • Assists in arranging meetings between the Mission officials and the local authorities;
  • Facilitates and coordinates with Front Office of the Special Adviser on all the mission’s administrative matters as they relate to host country obligations under the agreement with the United Nations;
  • Supports the Chief of Staff’s Office, including from other pillars, in term of liaison between the Front Office and the host government counterpart; diplomatic community regarding appointments and meetings;
  • Supports the organization of missions of the Special Adviser and other mission Senior staff members with regards to the arrangement of the VIP lounge at the airport, immigration formalities;
  • Liaises with HR on visa arrangements for staff and any related engagement with MoFA or MoI;
  • Supports visits to venues in advance of activities and meetings on appropriate arrangements;
  • Takes active action to make seat arrangements for ceremonies/meetings/conferences hosted by the Special Adviser as required;
  • Maintains and provides an up-to-date mailing list and contact information to the Chief of Staff Front Office and the Office of the Special Adviser pertaining to the composition of the host country Government and the Diplomatic Missions accredited to the host Country (Principal and Deputies); regional organizations, as well as UN agencies, Programmes and Funds;
  • Cooperates with Administration, in particular with Transport, Aviation and MovCon Sections;
  • Familiarizes staff members with local laws when interacting with local authorities;
  • Helps the mission in educating initiatives regarding local customs, values, and traffic rules;
  • Supports engagement with the Ministry of Foreign Affairs with regards to visa arrangements for international staff, drafts related correspondence, including NVs and letters, for the approval by the Chief of Staff;
  • Drafts and provides inputs to other correspondence and reports as they pertain to the responsibilities of the Chief of Staff Front Office;
  • Works in collaboration with the Office of the Chief of Staff in order to support Mission events;
  • Acts as Officer in Charge in the absence of the Protocol Officer;
  • Performs other duties as assigned.

Education Advanced university degree (Master's degree or equivalent) in Public Administration, Public Relations, Political Science, Law, or any other related fields is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in government engagement, administration, political affairs or a related area is required.

Experience in protocol matters, coordinating and implementing meetings and events, including liaison with national authorities and other stakeholders is required.

Experience in working with the United Nations, other international organizations, or NGOs, is required.

Experience with the local network of stakeholders is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in written and spoken and written English and Arabic is required.

Assessment Evaluation of qualified candidates may include a written assessment exercise which may be followed by a competency-based interview.
