Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Protection Officer, in consultation with the Deputy Representative, the UN Volunteer Associate Protection Officer (GBV) will:

• Assist the operation in developing/ strengthening and implementing a country/ location specific Sexual Gender Based Violence (SGBV) strategy is in line with UNHCR guidelines and updated global SGBV strategy. The SGBV strategy should be part of the operation’s Protection & Solutions Strategy;
• Establish and/or strengthen strategic and innovative partnerships for SGBV with community-based, local, national, and international organizations;
• Promote mainstreaming of Age, Gender and Diversity (AGD) across all sectors and activities such as health, safety and security, psychosocial and legal shelter, WASH, and Energy and coordinate with Programme and Protection sections to ensure that SGBV programming is incorporated in partner agreements in all sectors;
• Support the operation in conducting assessments and safety audits on SGBV in coordination with other units and other agencies;
• Conduct mapping and maintain a “who, what where” matrix of existing services to address SGBV, including community capacities and structures;
• Strengthen and lead SGBV coordination mechanisms in refugee contexts or, in the context of IDPs, support the Sub-cluster SGBV coordination structure;
• Support the development and strengthening of Standard Operating Procedures (SOPs) with comprehensive referral mechanism for response services through a consultative process with NGOs and community groups;
• Support SGBV data management (collection, storage, analysis and sharing) in line with safety and ethical standards. Build capacity for the implementation of the Gender-Based Violence Information Management System (GBVIMS);
• Support the planning and monitoring for multi-sectoral SGBV programming using UNHCR’s Results Framework, FOCUS;
• Conduct training on basic elements of SGBV prevention and response, the design of SGBV programmes and coordination mechanisms;
• Prepare regular consolidated reports on the progress, challenges, gaps and recommendations on SGBV prevention and response;
• Support the development of coordination tools such as referral pathways and the implementation of the Heightened Risk Identification Tool.
• Contribute to analysis of GBV trends and gaps, including by assisting with drafting briefing notes and analytical reports.
• Contribute to support other sectors/units on GBV risk mitigation under overall guidance of the Protection officer.
• Contribute to the design of GBV prevention, risk mitigation and response interventions.
• Support in providing technical guidance to partners and government counterparts on GBV minimum standards under overall direction of the supervisor.
• Contribute to GBV partners’ monitoring by undertaking regular field visits and drafting monitoring reports; Provide inputs to donor reports;
• Provide GBV case management services for survivors at high risk and/or other complex cases and follow-up with other units/partners as relevant;
• Ensure technical supervision of UNHCR staff providing GBV case management (including coaching and implementation of staff care strategies);
• Perform other related duties as required.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

• University Degree in Social Work, Gender Studies, Health, Psychology or related field.
  • Master's degree will be desirable.

Required experience:

24 Months

Experience remark:

• A minimum of 2 years of relevant professional work experience on gender equality and/or gender based violence programing.
• Knowledge and experience in the field of gender and programme management with excellent drafting/reporting skills are essential.
• Working experience with refugees, internally displaced populations and other people of concern in a protection capacity is an asset.
• Previous experience in child protection is a great advantage.
• Previous experience in working with communities.
• Experience conducting protection-sensitive GBV interviews.
• Broader protection or social work experience in child protection, mental health, and counselling.
• Experience in applying, promoting and integrating gender analysis into humanitarian programming.
• Previous experience of work with refugees or with UNHCR is an asset.
