The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. In Morocco, UNHCR conducts registration of asylum seekers and Refugee Status Determination. It also ensures that refugees have access to basic services (health and education) and provides assistance to persons with specific needs. There are some 9,000 refugees in Morocco, from over 40 countries of origin and living in 77 locations.

Under the direct supervision of Protection Officer, the International UN Specialist Volunteer will:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management; • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS; • Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed; • Provide policy guidance and operational support to UNHCR and partners on all protection related issues, in particular in AGD policy, AAP and CwC; • Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities; • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern; • Identify refugees with specific needs and refer them to appropriate services, including RST; • Support individual cases management in coordination with relevant colleagues; • Prepare weekly and monthly CwC reports, highlight trends and provide recommendations to senior protection staff; • Establish and manage community-based complaint mechanisms; • Collect, compile and analyze complaints by the refugee community and provide recommendations to senior protection staff; • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps; • Promote confidence building and conflict resolution among populations of concern, authorities and host communities; • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners; • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary; • Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation; conduct regular participatory assessments in all locations where a significant number of refugees live. • Support/train community volunteers and organize regular consultations with them; • Support persons of concern to develop structures that enhance their participation and protection. Support partners to enhance CBP processes. • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

  • Refugees’ needs are assessed, analyzed and compiled in an annual report o Counsellings and communications with refugees are analyzed and summarized in regular reports
  • Refugees’ complaints are studied and responded to on a monthly basis
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

all goods and services are easily found. The climate in Rabat and coastal areas is mild with hot summers and wet and rainy short winters. Accommodation (apartments, studios, villas) is available at reasonable charges. Public transportation, including the train system (which has a good safety record) is inexpensive and connects all the major centres in the country. Taxis are in abundance in large cities such as Casablanca and Rabat. UNHCR operation in Morocco is a unique humanitarian operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, flexibility and strong commitment.
