Org. Setting and Reporting - Title of Supervisor: Protection and Neutrality Team leader (hierarchically), Associate Protection Coordinator (technical)

  • Title of Supervisee/s: None

  • Working conditions: Office environment with access to telephone, PC and other automation equipment, internet, and intranet. Frequent local travel will be required.

    Responsibilities In accordance with the Agency policies and procedures and under the technical supervision and guidance of the Associate Protection Coordinator, the incumbent shall assist the Protection and Humanitarian Principles Unit, in providing legal assistance and advice on matters related to protection of Palestine refugees. Ensure the protection of Palestine Refugees is met through the application of International and National Law, relevant UN protection standards, and Inter-Agency Standing Committees, by keeping abreast of legislative political, social, economic, and cultural developments that have an impact on the protection environment and in contact with Palestine refugee affairs.

Under the technical supervision of the Associate Protection Coordinator, the Associate Protection Legal Aid Officer (ALAO) is responsible for:

(1) Support in designing and co-coordinating the implementation of one roving Legal Clinic providing legal aid services to Palestine Refugees in four area of UNRWA operations in South and North Amman, Zarqa and Irbid, through: a. Providing on-spot individual legal counselling to Palestine Refugees and particularly Palestine Refugees from Syria (PRS) with Protection concerns. b. Manage a caseload of individuals in need of legal aid services, registering, documenting, referring cases, perform case conferencing as relevant using existing platforms, follow up with service provision from partners. c. Provide regular written updates on key issues and concerns expressed by Palestine Refugees, including providing support to individual legal protection cases on SGBV and child protection, refoulement, and expulsion and other protection incidents. d. Is responsible to design and facilitate outreach activities, including Focus group discussions, consultations with communities. as per project requirements. e. Ensure accurate and timely report to regular and ad-hoc reporting mechanisms with the utmost quality, including, inter-alia, bi-weekly updates, quarterly legal protection reports, project’s reports, evaluation reports, activity reports (including training and awareness sessions).

(2) Contribute to protection monitoring, data collection and analysis, dissemination of information, build capacities and advocacy effort: a. Contribute or lead in the design and implementation of high-quality analysis, surveys questionnaires and research and assessments for protection monitoring. b. Design, Develop and facilitate at an expert level capacity building exercises to UNRWA staff on legal aspects associated with protection concerns, e.g., trainings, facilitate legal protection sessions, field missions as required. c. Contribute to implementing the advocacy priorities, including through the drafting of high-quality interventions letters to be addressed to duty bearers, briefings and talking points for key stakeholders, field visits of key actors. d. Promote intersectionality within UNRWA and within the Protection team, ensuring mainstreaming and integrating programming with gender, Gender Based Violence, Child Protection, Humanitarian Principles and Disability and Inclusion sub-sectors. e. Contribute to networking within protection and legal protection actors community in Jordan, represent the protection unit in relevant coordination platforms as requested.

(3) Executes administrative and office work related to the post and any other tasks as assigned by the line manager.

Competencies - Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations inside and outside the Agency. - Excellent presentation skills, and organization skills coupled with demonstrated ability to prioritize and work under pressure to deliver quality services under tight deadlines. - Excellent analytical and writing skills and problem-solving skills underpinned by the ability to evaluate information from a variety of sources and identify trends of a humanitarian and protection dimension, resourceful with the ability to assess all issues adequately to protect clients and preserve the confidentiality of sensitive information obtained throughout the course of work and complete projects. - Possess a sound judgment and a strong oral and written communication skills in English and Arabic and ability to draft/edit a variety of reports, studies, and other correspondence in English. - Articulate, politically aware while remaining neutral and impartial and discreet at all times. And take responsibility for incorporating the UN standards, rules and regulations. - Willing to learn from others, and ability to work independently or in collaboration with colleagues to achieve the agency goals and enjoy team spirit. - Communicate and draft perfectly both Arabic and English. - Proven computer literacy, including demonstrated working knowledge of standard Microsoft software applications. - Valid driving license to accommodate local travels in Amman, Irbid and Zarqa.

Education - University degree in law from a reputable accredited university,

Work Experience - Minimum Four years of relevant work experience as a lawyer, preferably in a UN agency, National or International Non-Governmental Organization (I/NGO), governmental entities, or civil society organization; previous experience as a legal officer for refugees and migrants is an advantage. is required

    Languages - Excellent written and spoken communication and Drafting skills: Fluent Arabic and Excellent English.

    Special Notice Contract Status: Limited Duration Contract for 12 months with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Desirable Qualifications: - Previous experience on humanitarian Legal protection sector. - Advanced degree in Law with specialization in public international law namely human rights and/ or refugee law - Demonstrate very good knowledge and understanding of national and international legal framework and practical procedural experience in relation to Palestine refugee protection issues. - Previous experience with the Palestine refugee situation in the political and legal context. - Familiarity with the UN system and practices. - Provided very good understanding of the context of Palestine refugees and UNRWA operations.

Equivalency: When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
