You have:
- A university degree from a recognized university-level academic institution, preferably in social sciences, political affairs, international relations, human rights, law or a related field.
- At least three years of relevant experience, preferably in protection, human rights, humanitarian/relief emergency operations, refugee law, legal aid and assistance or other related discipline.
- Excellent command of spoken and written English and Arabic.
- Demonstrable knowledge and understanding of humanitarian protection policies and approaches.
- Ability to handle sensitive issues diplomatically.
- Core Competencies of Communication, Working with People and Drive for Results: Applying Technical Expertise, Analyzing, Learning and Researching, Planning and Organizing, Relating and Networking, Communication skills.
Result of Service To this end, UNRWA is seeking the recruitment of a consultant to support the function, with emphasis on supporting the creation of evidence-based protection monitoring, analysis, advocacy, and research.

Expected duration The duration of this Consulting Services is initially for 8 months, renewable subject to satisfactory performance, requirement and funds availability. - Remuneration for this consultancy will depend on the qualifications and experience of the selected candidate. - The consultant is expected to be based in the Protection Division in UNRWA Headquarters Amman.
Duties and Responsibilities The position receives direct supervision and technical guidance from the Senior Protection Officer or the Protection Officer and other staff as required, while the Chief of the Protection Division is overall responsible for the work of the Division. In accordance with the established Agency policy and procedures, particularly in relation to protection, the consultant will support the following functions of the Protection Division: - The collection and analysis of data and evidence on protection issues confronted by Palestine refugees as a basis for informing programmatic and advocacy activities by contributing to and enhancing information management systems in line with UNRWA policies and procedures and data analysis; - The collection and analysis of data and evidence on protection issues confronted by Palestine refugees as a basis for informing programmatic and advocacy activities by contributing to and enhancing information management systems in line with UNRWA policies and procedures and data analysis; - The management of individual protection requests from outside UNRWA fields of operation handled jointly by the Protection Division and Department of Legal Affairs including managing intake of cases, logging cases, ensuring a proper and timely follow-up of urgent protection cases, liaison with the verification of registration function (RSSD), preparing draft responses, translation, data and trend analysis and other functions as required; - The Protection Division’s role in implementation of cross-departmental and cross-cutting priority projects including in relation to addressing gender-based violence and addressing violence affecting children; - The mainstreaming of protection principles and standards in UNRWA service delivery and programmes including supporting the implementation of protection audits and follow-up to their recommendations, as well as (i) support to the coordination of area protection working groups to share good practices to enhance protection responses (i) documenting and maintaining best practice; - The delivery of trainings to UNRWA personnel on protection principles as required; - Drafting reports, briefings, and training materials as required and conducts oral and written translations of Arabic and English where required; - Performs other duties as may be assigned by the supervisor(s).
