Climate change, urban pressure and lack of disaster preparedness, are increasingly transforming natural hazards more disastrous causing loss of life and economic loss. Globally, from 2005 to 2015, disasters caused USD 1.4 trillion in damage, killed 0.7 million and affected 1.7 billion people. Disaster losses are rising rapidly, with climate change being a key contributing factor that is increasing the frequency and magnitude of a range of climate-related hazards. It is estimated that by 2050, the number of people in urban areas exposed to cyclones will increase from 310 million to 680 million people and at risk of suffering major earthquakes will increase from 370 million to 870 million people (World bank). UNESCO operates at the interface between natural and social sciences, education, culture and communication, playing a vital role in building a global culture of resilience. UNESCO assists countries in capacity building for management of disaster and climate risk, particularly supporting the Member States on 1) early warning systems; 2) safe critical infrastructures; 3) UNESCO designated sites risk prevention; 4) using Science, Technology and Innovation such as Artificial Intelligence and big data; 5) built safe environment; 6) risk governance; 7) nature based solutions, and 8) post disaster response. Working alone or in collaboration with both UN Agencies and other scientific entities, UNESCO has been a catalyst for international, inter-disciplinary cooperation in many aspects of disaster risk reduction and mitigation. Long Description ---------------- Concerning 5) built safe environment, UNESCO has launched the new earthquake DRR project; Capacity Building for Disaster Risk Reduction (DRR) in the built environment in Latin America and the Caribbean (2020-2023, Guatemala, the Dominican Republic, Cuba, Mexico and Peru) (BERLAC5). This project is to be conducted with south-south cooperation and also by collaboration with Japanese experts and consists of the following 4 components; - Secure Safer new buildings (small scale houses) in Guatemala supported by Mexican experts - School Facilities Safety (Triage assessment for school buildings) in the Dominican Republic supported by Peru experts - Strength existing buildings (Detailed assessment for mid stories buildings) in Cuba supported by Mexican experts - Risk informed policy making (DRR policy review in 5 countries; Guatemala, the Dominican Republic, Cuba Mexico and Peru). Long Description ---------------- Support the implementation of the project as well as the areas of 1) early warning systems, 2) safe critical infrastructures, and 4) using Science, Technology and Innovation (STI) such as Artificial Intelligence and big data to further position UNESCO well in the UN system. The incumbent shall in particular be required to perform the following tasks: - Support the implementation of the BERLAC 5 project through optimizing and facilitating the communication among local experts and UNESCO on data collection and its analysis; - Support the implementation of the BERLAC 5 project though facilitating the communication between the Field Office and the Headquarters on capacity building materials and events; - Support the implementation of the BERLAC 5 project through the schedule and budget management among 4 different components; - Support to seek opportunities for further support or collaboration by UNESCO on the 1) early warning systems, 2) safe critical infrastructures, and 4) using STI; - Support to seek new potential working partners on academics and practioners on the 1) early warning systems, 2) safe critical infrastructures, and 4) using STI. Long Description ---------------- Additionally, the incumbent will offer her/his support in the following items: - Attend programme related meetings; - Support collaborating with other Sections/Divisions/Sectors in UNESCO HQ and Field Offices of the on DRR activities; - Assist in communication tasks of the team; - Perform any other duties as need arises. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***EDUCATION*** - Advanced university degree (Master's or equivalent) in disaster management, climate change adaptation, science or other related fields. ***WORK EXPERIENCE*** - A minimum of 3 years of relevant professional experience in local, national or international level on disaster risk reduction from scientific or engineering aspect; - Experience in establishing and maintaining professional networks; - Solid working experience in the field of disaster risk reduction with multiple partners, international organizations; - Experience of developing, implementing and managing international scientific projects; ***SKILLS/COMPETENCIES*** - Good analytical, organizational and project management skills; - Excellent coordination, communication and interpersonal skill; - Proven ability to communicate and negotiate effectively and persuasively with various stakeholders at all levels, within and outside the organization; - Capacity to build and maintain effective working relations with national/local authorities, relevant institutions, intergovernmental and non-governmental organizations; - Ability to work effectively and maintain effective working relations within a multi-cultural environment; - Ability to manage heavy workloads and to meet tight deadlines, paying close attention to detail; - Solid IT skills including knowledge of office software. ***LANGUAGES*** - Excellent knowledge of English and Spanish (written and spoken). **DESIRABLE QUALIFICATIONS** ---------------------------- ***EDUCATION*** - Advanced university degree (Master's or equivalent) in Natural, Environmental Sciences or related fields. ***WORK EXPERIENCE*** - Experience of developing, implementing and managing international scientific projects; - Previous experience in the UN system is desirable. ***LANGUAGE*** - Good knowledge of the French Language and/or another UN language. **BENEFITS AND ENTITLEMENTS** ----------------------------- The incumbent shall work full time. The remuneration paid to the service contract (SC) holder is not exempt from any income taxes which may be levied by the French tax authorities. The SC Holder is affiliated to the French social security scheme (Régime général de la sécurité sociale et des prestations familiales). Consequently, the employees’ social contributions to this scheme will be deducted from the gross remuneration paid by the Organization. UNESCO is not subject to the French unemployment scheme (UNEDIC – Pôle Emploi) and complementary retirement schemes (Retraite complémentaire Agirc/Arrco). Other benefits include: 2.5 days annual leave for each completed month of service, 5% for medical insurance and 10% for pension plan are included into the monthly salary.
