Org. Setting and Reporting

This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and substantive guidance of the Team Leader, Technical Cooperation, HTMSS, and the overall guidance of the Chief, HTMSS.

Responsibilities

Within assigned authority, the incumbent will perform the following specific duties:

• Work with the Team Leader, Technical Cooperation, Programme Officers and National Project Officers to facilitate the development, implementation, monitoring and evaluation of assigned programmes and grants, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant headquarters and field staff; identify and track follow-up actions. • Support the development, organization and implementation of training workshops, seminars, and other activities; participate in and make presentations on assigned topics/activities. • Conduct the monitoring, reporting and evaluation activities of two regional technical cooperation projects implemented in South America and the Caribbean to counter the smuggling of migrants and trafficking in persons through effective investigations and prosecutions. • Contribute to conducting the internal final assessment of a three-year project to enhance investigation and prosecution of trafficking in persons in five countries of South-eastern Europe. • Carry out basic research on selected aspects of programmes, operations and other activities, etc., including collecting, analyzing and presenting statistical data and other information gathered from diverse sources. • Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. • Develop, implement and coordinate results-based monitoring and evaluation tools and procedures. • Develop and manage data collection tools; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions. Collect and compile relevant background data and information; • Produce monitoring reports including those relating to progress, performance and impact of programmes and grants in compliance with donors and organizational requirements. • Contribute to the development of new project proposals. • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposing participants, preparation of background documents and presentations, handling logistics, etc. • Prepare various communication outputs for technical cooperation activities (web articles, social media, resources, newsletters, media engagements, etc.) to maintain and increase the visibility of results, lessons learned, and good practices from technical cooperation projects • Participate in field missions, including provision of substantive and administrative support, data collection, etc. • Undertake outreach and dissemination activities. • Provide support related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.), preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

An advanced university degree (Master’s or equivalent) in social sciences, international relations, political science, business administration, management, economics or a related field is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of relevant work experience related to crime prevention or criminal justice, international relations, information and communication management or similar area OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience with supporting programmes on countering trafficking in persons and smuggling of migrants is desirable.

Work experience in project monitoring and reporting is desirable.

Experience working with the United Nations or similar international and/or non-governmental organizations is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of Albanian, Moldovan, Montenegrin, North Macedonian, and/or Serbian is desirable. Knowledge of other United Nations official languages is an advantage.
