**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Level : Level 4 Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 16/08/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Direct supervisor of the SC contractor:** Under the overall authority of the Director of the UNESCO Office for Iraq/UNESCO Representative to Iraq, the overall supervision of Chief of Education and under the direct supervision of Project Officer in Education based in Baghdad, in collaboration with other staff for Improving Access to Quality and Inclusive Education with Gender Equality for Out of School Children in Babil and Baghdad Governorates, Iraq – PHASE II project, the incumbent will be responsible for leading the implementation of the project activities in Baghdad, Babil and Salah Al Din . **Brief description of the project:** The project “Improving access to quality and inclusive education with gender equality for out-of-school children in Babil and Baghdad Governorates in Iraq, aims at increasing access to quality primary education for OOSC in two governorates (Baghdad and Babil) and follow up of enrolled OOSC in Baghdad and Salah Al Din, benefiting 10,000 school age children in 2022 and 2023. **Core activities:** The candidate will be based in Baghdad with frequent travels to the relevant governorates. S/he will be responsible for assisting in the implementation of the project in the respective governorates and will supervise field assistants in each target governorate. S/he will also assist in the planning and implementation of other UNESCO education projects in Iraq, if necessary. Long Description ---------------- **Main duties and responsibilities:** 1\. Liaison with national and international stakeholders in the implementation of project activities in the targeted governorates: a. Maintaining regular contact and facilitating communication, coordination and programme reviews with relevant ministries and governmental departments, other UN agencies, non-government organizations and other stakeholders; b. Liaising and coordinating with national and international stakeholders to obtain maximum benefit and efficient use of resources in the implementation of project activities and avoid duplication of efforts; c. Representing UNESCO in relevant meetings and coordination groups and facilitating communication by taking minutes, providing interpretation and translating relevant documents. Long Description ---------------- 2\. Support to project activities’ planning, implementation, and administrative follow up: a. Contributing to development and effective execution of the Project’s work plan and log frame; b. Providing technical support and assistance to UNESCO staff, stakeholders and partners in the planning, management, and implementation of programme / projects activities; c. Supervising the organization of program events, such as workshops, training, missions, etc. including preparing agendas, documents and reach-out material, identifying venues and services, organizing travels of participants, ensuring interpretation and translation; d. Providing support in drafting the terms of reference, ensuring follow-up of the contracting and payments for implementing partners, vendors, consultants and institutions; e. Contributing to prepare budgets for activities and assisting in the monitoring of expenditures and in the preparation of budget revisions; f. Coordinating with Administration Unit on timely delivery of assistance to implement activities, as well as requesting disbursement of funds; g. Drafting internal memos, official correspondence, press-notes, web site, and other outreach activities; h. Receiving and screening all internal and external communications, and providing necessary background information for review by supervisors; i. Maintaining the project/s records and reference files. Long Description ---------------- 3\. Support to project activities’ monitoring, evaluation and reporting: a. Conducting regular visits to project activities to monitor progress and evaluate results and impact; b. Monitoring closely the activities implemented by the Implementing Partners and vendors to check quality and actual delivery of the tasks and products with verification and official documentation; c. Providing technical support on monitoring project activities, as well as the development, implementation and progress tracking of the project action work plan; d. Providing appropriate administrative follow-up actions to ensure effective application of monitoring and reporting tools; e. Closely supporting, coaching and supervising field assistants in Baghdad and Babil and a project assistant based in Baghdad; f. Contributing to the periodic narrative and financial progress reports to donors on project implementation, including the development of monthly internal projects updates and reports, as well as periodic or ad-hoc analytical narrative reports; g. Contributing to the design, development and maintenance of databases and other information systems. 4\. Performing any other duties as required by the office. **Expected results and duration of the assignment:** Results will be measured against the achievement of outputs and objectives, which will be monitored by the Project Officer. The expected timeline of the assignment is 12 months, with a potential extension of 4 months upon performance review and availability of funds. Academic qualifications \- University degree (Bachelor's degree minimum) in Education, Engineering, Business administration, management, or any other related field. 2\. Years of relevant work experience Minimum five years of relevant experience that include but are not limited to: \- Emergency conditions, Education in emergencies and Education programming; \- Project management experience in the field; \- Knowledge of UNESCO’s education work (or other UN agencies); \- Experience in donor reporting or contributing to report writing; \- Experience in monitoring and data analysis. 3\.
