(The role of this vacant position does not include responsibility for UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.)* Long Description ---------------- **OVERVIEW OF THE FUNCTIONS OF THE POST** Under the authority of the Assistant Director-General for Communication and Information, the overall supervision of the Chief of Section for Freedom of Expression and Safety of Journalists (CI/FEJ), in close cooperation with the Chief of Section for Universal Access to Information, (CI/UAI) and the direct supervision of relevant Programme Specialist and the Project Officer of the Multi-Donor Programme on Freedom of Expression and Safety of Journalists (MDP), an Associate Project Officer will be recruited to co-support the implementation of global actions under the ‘[Global Drive for Media Freedom and Safety of Journalists](https://en.unesco.org/news/unesco-and-ohchr-launch-global-drive-media-freedom-and-safety-journalists)’; supported by the Kingdom of the Netherlands and implemented by UNESCO in coordination with OHCHR. Projects and activities within the Global Drive initiative fall under Outcome 1 of the MDP and reinforce other ongoing and future actions on Global, Regional and National levels. The role of the Associate Project Officer is to co-support implementation of those implemented at a Global level, while reinforcing coordination with OHCHR and other UN agencies. The Multi Donor Programme on Freedom of Expression and Safety of Journalists (MDP), was approved by the Executive Board, in its 200th session (Decision 19), to help facilitate UNESCO's work to implement the Programme of the Organization's Communication and Information Sector, as outlined in the C/5, Major Programme V, Main Line of Action 1, under Expected Result 1 and Expected result 2, corresponding to the main two Outcomes of this special account. Throughout design and implementation, UNESCO follows a results-based, human-rights approach, and ample attention is given to identifying and transforming gender imbalance through close collaboration with UNESCO’s Gender Equality Division and the gender focal point in CI. Synergies are continuously sought among CI divisions and various sections, and with other UNESCO Sectors and projects under both the Regular Programme and extra-budgetary projects. The post is located in the Freedom of Expression and Safety of Journalists Section of the Communication and Information Sector (CI/FEJ) at UNESCO Headquarters. The incumbent will work in a collaborative team environment and will be responsible to undertake the following: Long Description ---------------- **Coordination and implementation** Provide technical and programmatic support for the implementation of the ‘Global Drive for Media Freedom and Safety of Journalists’ which complements UNESCO’s work to implement the Programme of the Organization’s Communication and Information Sector for 2022-2025 (41 C/5), under Strategic Objective 3: Build inclusive, just and peaceful societies by promoting freedom of expression, cultural diversity, education for global citizenship, and protecting the heritage, namely for Outcome 6: Promote freedom of expression and the right to information, in particular: - Support planning and implementation through coordination with OHCHR, the preparation of workplans and budget outlines for projects/activities within the Global Drive; - Assist the CI/FEJ and CI/UAI sections in supporting progress towards the achievement of target 16:10 and the implementation of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity (UNPA), with special focus on the safety of women journalists; - Provide support to the organization of 2022 World Press Freedom Day (WPFD) Global Conference and the 10th Anniversary of the UNPA; - Support and reinforce inter-agency coordination with OHCHR and other UN agencies on the Safety of Journalists, mainly UNHCR, OCHA, WFP, and UNODC among others, in line with the priorities of the MDP within the Global Drive, and in relevance to the [Hague Commitment](https://www.government.nl/documents/diplomatic-statements/2020/12/09/the-hague-commitment-to-increase-the-safety-of-journalists) and the implementation of the [Windhoek+30 Declaration](https://unesdoc.unesco.org/ark:/48223/pf0000378158_fre) on Information as a Public Good; - Support and follow up on the implementation of activities within the project launched in 2021 to better leverage the Universal Periodic Review (UPR) to promote access to information, freedom of expression and the safety of journalists; - Support the follow up with the UN System Staff College (UNSSC) on the joint initiative to enhance the capacities of UN Country teams to upscale the UN-wide understanding of the rights to freedom of expression, access to information, and safety of journalists across all programmes of the UN system; - Assist in maintaining quality assurance and reinforcing a quality control protocol for projects/activities implemented within the Global Drive, following UNESCO’s Results Based Management structure, and the MDP M&E Plan and structure; - Assist in the monitoring and reporting under the MDP through the provision, and compilation of data and information and the drafting of reports and briefs related to the Global Drive, including for MDP’s yearly annual progress report; - Assist in the preparation of relevant publications supported by the MDP.
