Organizational Setting and Reporting Relationship The position of Associate Project Analyst is assigned to the Public Sector Management and Governance Sector Office within the Sector Group. The Sectors Group is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The Sectors Group delivers or supports the delivery of sovereign and nonsoverign, and advisory operations, and knowledge services, supports regional departments (RD) and resident mission (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally. PSMG is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors.

You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and/or senior National Staff.

Your Role As an Associate Project Analyst, you will provide necessary support for implementation arrangements and analyses in the identification, design, processing, administration, and evaluation of loan and technical assistance (TA) projects, and non-lending products and services (NLPS); analytic and statistical support to assigned project portfolio; provide technical assistance in project administration and portfolio management activities related to the SG’s projects.

You will: • Contribute to the assigned project processing, execution, and subsequent preparation and updating of project administration manual (PAM) by gathering and consolidating data, including preparing drafts of the various sections. • Prepare and update individual Project Performance Reports through eOperations (eOps) for loans/grants outlining all the required details, such as project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participates in the Departmental project performance review meetings when needed. • Support in compiling data and statistics on contract awards and disbursements for the assigned projects as inputs to reports to Management; monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follow up these matters with the executing/implementing agencies. • Assist in activities to process disbursement requests including (i) review of withdrawal applications and verifying compliance with disbursement conditions; (ii) develop disbursement projections; (iii) monitor actual disbursements; (iv) track shortfalls and identify causes of such shortfalls; and (v) preparing/updating project data in ADB applications such as eOps and mainframe. • Provide support in project/technical assistance (TA) reporting and documentation, implementation, administration, and portfolio monitoring which includes monitoring of the physical and financial progress, monitoring outputs and deliverables, and communicating with and assisting executing agencies to facilitate the disbursements, monitoring project compliance and covenants. • Perform other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications

You will need: • Bachelor’s degree in finance, business administration or a relevant discipline. • Minimum of 5 years of relevant professional experience. • Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports. • Good analytical thinking. • Excellent written and verbal communication skills in English. • Proficient in spreadsheets and required information technologies. • Ability to interact in a professional manner with ADB staff and Government officials. • Please refer to the link for ADB Competency Framework for Administrative Staff level 6.
