Established in 1999, the UIS provides statistical and technical inputs for global, regional and development agendas, including the UN Transforming Education Summit, the Global Education Cooperation Mechanism, G7, and G20. The UIS maintains the most comprehensive education statistics database in the world, which is used for various purposes, including for monitoring the Sustainable Development Goals (SDGs). The UIS aims to serve the needs of Member States by providing sound statistical information that informs policies and decision-making, benchmarks progress towards national and international goals, and promotes learning from the experience of others. The UIS is focused on improving the analysis and dissemination of data, expanding user-focused access to value-added products, and providing access to broader, real-time and emerging data, particularly for emergency responses. The UIS IT and Data Production Services team supports the successful implementation of this vision through technology, tools, and processes that enable stakeholders to make the best use of the data produced by UIS. **Purpose** Under the overall authority of the UIS Director and direct supervision of the Head of Information Technology Services and Data Production Services , the Data Manager / Architect will be responsible for the design, development, implementation, and maintenance of the key UIS databases and data structures, in addition to facilitating various data release activities. S/he will also be involved with the coaching of internal data users, in addition to contributing his/her expertise to the UIS overall data and database strategy. Long Description ---------------- Specifically, the incumbent will be responsible for the following 1. Act as the primary resource for: 1. Data Architecture and Maintenance 1. Research, propose and implement data centered infrastructure and solutions for current and future information products. (e.g., visualizations, API’s, web applications, bulk data export facilities, etc.) 2. Design, develop, test and deploy data structures and SQL code to support UIS programme team data requirements. 2. Data Release – Production Support 1. Support the data production of programme teams 2. Produce data products required by UIS tools and stakeholders such as the UIS data browser and Bulk Data Download files. 3. Integrate alternate data sources into the production UIS databases. 3. Database Administrator 1. Managing, monitoring and maintaining company databases 2. Making requested changes, updates and modifications to database structures and data 3. Ensuring database security, integrity, stability and system availability 4. Maintaining database backup and recovery infrastructure. Long Description ---------------- 2\. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. ***Work Experience*** - Minimum of two years of experience in data management, integration, modelling, optimization and other relevant areas. - Minimum 2 years of experience in database administration. - Experience in programming languages such as Python or R. - Experience with database programming languages (SQL, etc.). - Experience in designing data integration and pipeline architectures which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific API’s. - Experience in DevOps tool chains consisting of tools like Git, Jenkins or Bamboo – or equivalent tools - and experience with the deployment of data pipelines. - Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives. Long Description ---------------- ***Skills and Competencies*** - Advanced data modelling skills, including data architecture and design. - Ability to manage large and complex data sets. - Ability to design and implement data security measures. - Proficiency in database design, implementation, and optimization. - Knowledge of big data technologies such as Hadoop, Spark, and NoSQL databases. - Experience with data governance and master data management. - Strong understanding of business requirements and ability to translate them into technical solutions. - Strong data analysis and visualization skills. - Strong analytical and problem-solving skills. ***Languages*** - Excellent knowledge (spoken and written) of English. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Education*** - Relevant certifications such as Certified Data Management Professional (CDMP), AWS Certified Big Data - Specialty, or Microsoft Certified: Azure Data Engineer Associate is desirable ***Work Experience*** - Experience in delivering big data use cases is desirable, including projects using technology such as Apache Spark, Hadoop or others. - Experience in Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data is desirable.
