Org. Setting and Reporting This post is located in the Implementation Support Section I (ISS I), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the relevant programme officer and the overall guidance of the Chief of ISS I.
Responsibilities To respond to its mandate, UNODC has been working on international cooperation in criminal matters for decades, making available diverse technical assistance services for Member States, such as judicial cooperation networks, repositories of legislation by country and crime type, directories of competent national authorities and capacity building programmes, to name just a few. Within assigned authority, the incumbent will provide support to tailor-made and focused project activities to strengthen the capacity of South and South-East Asia to prevent violent extremism (PVE) leading to terrorism. The incumbent will provide support to addressing the threat by Foreign Terrorist Fighters (FTF) and their supporters, including to repatriate, investigate, prosecute and adjudicate terrorism-related cases linked to returning FTFs (RFTFs) in an effective, fair and efficient manner in conformity with the fundamental principles of the rule of law and human rights, and to rehabilitate and reintegrate RFTFs and their families through effective criminal justice responses. The incumbent is responsible for undertaking the following duties/tasks:
•Provide assistance with the organization and implementation of substantive activities of the Section, including developing concrete inputs for the formulation of counter-terrorism and PVE programmes of the Section; contribute to the preparation, coordination, drafting and editing of new project proposals relevant to the ongoing projects.
•Provide assistance to enhance knowledge and capacity of national and regional legal, criminal justice and institutional authorities on the national situation related to PVE, (R)FTFs and terrorism through development of training materials.
•Provide assistance to enhance knowledge, skills and capacities of central authorities/practitioners related to a national and regional PVE framework and (R)FTFs, including to repatriate, investigate, prosecute and adjudicate terrorism-related cases linked to RFTFs and to rehabilitate and reintegrate RFTFs and their families.
•Provide assistance to beneficiary countries with provision of comparative best practices for developing national strategy of (R)FTFs and a multi-disciplinary approach to coordinate reintegration and rehabilitation.
•Review and update of the Investigation, Prosecution and Adjudication of Foreign Terrorist Fighter Cases for South and South-East Asia publication as well as the development of online training modules, including part on PVE, rehabilitation and reintegration of RFTFs and their families. •Contribute to provision of support to implement specialized training workshops for policy-makers, law enforcement, and criminal justice officials and other pertinent stakeholders.
•Support programme manager(s), as relevant, for organizing and implementing meetings, training workshops, consultations, and other activities related to the assigned programme. Provide logistical and substantive support in organizing those events, including by preparing agendas, identifying and liaising with participants, preparing background documents and presentations, handling logistics and protocol aspects.
•Contribute to the preparation of various written outputs, including background papers, briefing material/notes, analytical notes, sections of reports and studies, inputs to publications and, as required, official correspondence of the Section/Branch. Make presentations, as needed, on assigned topics.
•Contribute to carrying out programmatic and administrative tasks necessary for the functioning of the Section, such as coordination of the preparation of the Sections’ workplans, programme monitoring and programme reporting on the work of the Section.
•Review relevant documents and reports; identify problems and issues to be addressed and recommends corrective actions; liaise with relevant parties; identify and track follow-up actions.
•Perform other work-related duties as required.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Work Experience A minimum of two years of progressively responsible professional experience in law, including legal research and analysis is required, preferably in criminal law dealing with terrorism prevention. Experience in organizing meetings, conferences, seminars etc., including their substantive, logistic and administrative aspects is desirable. Work experience within the United Nations system or other international organizations is desirable. Work experience in assisting the implementation of technical assistance in Asia is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
