Org. Setting and Reporting This post in located in the Division of Enterprise, Competitiveness and Institutions (DECI). The Sector and Enterprise Competitiveness (SEC) section helps developing country MSMEs address the challenges around sustainable value-chain development, catalyzing sector-wide transformation, and improving market linkages – including through the use of new digital channels. The section develops proprietary methodologies for value-chain analysis and upgrading, as part of its efforts to improve the international competitiveness of MSMEs through the delivery of specialized advisory solutions.

Under SEC, the Tech Sector Development (TSD) team supports digital entrepreneurs and tech startups in emerging economies, mainly in sub-Saharan Africa, to go international – with online and onsite training, advisory and coaching focused on building digital and business skills with a focus on regional & international business generation and investment promotion. The team implements ITC’s Digital Entrepreneurship Support strategy in 10 African countries under a range of projects, in particular under the Netherlands Trust Fund V programme, applying the FastTrackTech toolkit.

The Associate Programme Officer will be responsible for the support to project implementation, including the deployment of the FastTrackTech tools and methodology developed by the TSD practice; support the communication with key funders and partners in TSD partner countries; and contribute to corporate reporting and reports to potential funders and institutional partners.

Responsibilities Under the overall supervision of the Chief, SEC, and the direct supervision of the Tech Sector Development Coordinator, the Associate Programme Officer will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

    Competencies - PROFESSIONALISM: Market research and analytical skills. Understanding of the larger ICT sector dynamics. Knowledge of trends related to digital entrepreneurship and the global IT market, with a special focus on emerging markets desirable. Understanding of the advisory services to support tech start-ups or IT SMEs, especially in developing countries desirable. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.     Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or a related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of two years of relevant experience in project/programme management, administration or related area is required.

    Experience in trade-related technical cooperation is desirable.

    Experience working with developing countries and LDCs is desirable.

    Experience in the area of IT & ITES sector and export development is desirable.

    Experience of the tech sector in Africa is desirable.

    Languages For the position(s) advertised, fluency in English and knowledge of French is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
