Org. Setting and Reporting The position is located in the UNODC Programme Office in Bosnia and Herzegovina (POBIH), with duty station in Sarajevo. POBIH is part of the UNODC Regional Office for South Eastern Europe / Regional Section for Europe, West and Central Asia (RSEWCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Programme Officer coordinating the Regional Programme for South Eastern Europe (RPSEE) and the overall guidance by the Chief of RSEWCA / Regional Representative for ROSEE.

Responsibilities Within assigned authority and within the strategic framework and agreed targets, the Associate Programme Officer (Reporting and Communication) will be responsible for the following specific duties:

  • Provide assistance and support to the Programme Officer coordinating the RPSEE in the development and delivery of the RPSEE, as well as the UNODC activities in South Eastern Europe by supporting the sound planning, management, implementation and coordination of activities.
  • Provide substantive support in serving as the Regional Reporting Focal Point for all internal and external reporting processes within the RPSEE reflecting the status and impact of the UNODC work in South Eastern Europe, including narrative donor and internal reports, i.e. annual progress, post-activity and quarterly reporting and any other project documentation to donors and internal/external stakeholders.
  • Provide support as resource person with regards to all applicable EU rules and regulations for all UNODC operations in South Eastern Europe with the aim of ensuring the smooth implementation of the EU-funded action(s) in the region.
  • Contribute to serving as the Regional Communications Focal Point for all the relevant communication processes within the UNODC RPSEE and pilot the implementation of the donor Communication and Visibility Plans (EU), including the preparation of all the outreach and communication materials.
  • Serve as the webmaster of the UNODC South Eastern Europe website, including for the creation and publication of new content.
  • Provide technical guidance and support to the Programme Officer coordinating the RP SEE, advisors and experts based in the region in programme/project planning and implementation, and assure adequate monitoring and visibility of the programme/projects as and when required.
  • Coordinate with the substantive units based in the region and in Vienna and monitor the timely review and consolidation of reports, including financial reports (in cooperation with the finance unit) ensuring accuracy and availability of information and adherence to project proposals and signed agreements, and donor reporting requirements focusing on highlighting progress of targets against indicators.
  • Provide support in facilitating data collection tools and analytics based on the information and data collected; review, analyse and interpret responses, identify problems/issues and prepare conclusions; enhance and streamline the reporting methodologies to include modern infographics and new ways of reporting on results.
  • Facilitate communication to ensure stakeholders are engaged and well informed regarding the latest Programme developments.
  • Contribute to establishing and maintaining collaborative relations with the national authorities, international and regional organizations and other relevant stakeholders in Bosnia and Herzegovina and other countries and territories in the region and beyond, including EU delegations.
  • Participate on behalf of the UNODC RPSEE as well as the RSEWCA in meetings, seminars, particularly in the context of the UNODC representation in the UN Country Teams in South Eastern Europe, including through the preparation of the requested reporting and communication contributions.
  • Prepare various written outputs, documentation, analysis, reports and inputs thereto, and coordinate the timely submission of those prepared by other staff members and personnel.
  • Perform other work-related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in international relations, public administration, political or social sciences or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible professional work experience in reporting and communication with counterparts and stakeholders OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Work experience in programme/project management, reporting, monitoring and/or evaluation is required.

Work experience within the United Nations or similar international organization is desirable.

Experience in coordinating with governments, regional offices and other stakeholders is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of languages spoken in the region is desirable. Knowledge of another official United Nations language is an advantage.
