Org. Setting and Reporting This position is located within the Global Programme to prevent and combat drug trafficking and related organized crime along drug trafficking routes (CRIMJUST) in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affaires (DTA), United Nations Office on Drugs and Crime (UNODC) Headquarters (HQ), in Vienna. The Associate Programme Officer works under the guidance of the Coordinator of the CRIMJUST Global Programme and under the overall supervision of the Chief of the Section of the ISS of the OCB.

Responsibilities The focus of this position is to support the implementation, policy coordination, institutional engagement, reporting and communication of the CRIMJUST Project. Within assigned authority, the Associate Programme Officer (Policy, Engagement, Reporting and Communication) will be responsible for the following specific duties: - Support the facilitation of the effective implementation of the CRIMJUST Project. - Assist with the preparation of all necessary Project progress reports in a timely manner. - Provide assistance with project management tasks including development and employment of project monitoring tools and systems designed to measure the effectiveness and impact of capacity building and technical assistance project activities against indicators; identify problems and issues to be addressed, make recommendations and ultimately initiate corrective actions; liaise with relevant parties and ensure follow-up actions. - Establish and maintain process/system to track Project activities. - Provide input to the policy development, including the identification, review and analysis of relevant issues and trends, as well as preparations of submissions, etc., particularly in the areas of enhancing inter-regional criminal justice cooperation in drug trafficking and organised crime matters, as well as the prevention of cross-border drug trafficking. - Establish and maintain regular liaison and support engagement with National Authorities of the countries, including Latin America and the Caribbean, in order to establish a binding cooperation agreement for the supported countries. - Support the organisation of informative sessions with relevant Permanent Missions in Vienna and European Union focal points. - Regularly update needs assessment for supported countries (country briefs), including the collection of data on measures to support integrity and accountability in institutions responsible for combatting organize crime and status of completed and planned project implementation in each country. - Ensure the effective implementation of the Project advocacy and visibility strategy and plan. - Provide support to the planning and design of internal and external strategies for communications and outreach. - Create and edit content to disseminate the implementation of the Project’s activities through social media platforms (e.g. Twitter). - Support the development and regular updating of infographics and innovative public outreach and engagement tools. - Support the creation and regular update of communication and advocacy instruments and materials (Newsletter, Media Highlights, Brochures, Web Stories etc.). - Guide and mentor assigned project staff. - Perform other work-related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics, criminal justice or a related field. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible experience in project or programme management, administration or related area or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience with technical assistance activities in relation to transnational drug trafficking and/or organized crime matters and experience in project reporting is required.

Work experience within the United Nations system and/or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.
