Org. Setting and Reporting This position is located in the Global Programme against Money Laundering (GPML) of the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the GPML Programme Officer (Illicit Financial Flows (IFF), Anti-Money Laundering/Counter-Financing of Terrorism (AML/CFT), and the overall guidance of the Head of GPML.

Responsibilities The incumbent may undertake missions to Europe, West and Central Asia, Africa, South-East Asia, and other regions as required.

Within assigned authority, the incumbent of the position will perform the following specific duties:

  • Support the development of course material and delivery of technical assistance, mentoring and training to national competent authorities on Anti-Money Laundering and Counter-Financing of Terrorism (AML/CFT) specifically relating to the abuse of Money and Value Transfer Services (MVTS);

  • Support the conduct of analysis in relation to the abuse of MVTS, globally and with a focus on Afghanistan, and support the development of relevant and updated policy guidance, research papers and training materials for national competent authorities;

  • Support awareness-raising and Member States’ needs assessment activities related to illicit financial flows and AML/CFT, specifically linked to the abuse of MVTS;

  • Support international cooperation, public private partnerships and engagement with civil society in relation to AML/CFT efforts, specifically linked to the abuse of MVTS;

  • Support the coordination of this MVTS project with other initiatives conducted by UN entities and other international organizations such as the Financial Action Task Force (FATF), WB, IMF, EGMONT Group of Financial Intelligence Units, relating to conflict, terrorism, transnational organized crime, proliferation financing and corruption;

  • Assist in monitoring the expenditures and utilization of funds in the assigned areas of responsibility, and in drafting parts of or contributing to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, programme performance reports;

  • Perform other work-related duties as required.

    Competencies - Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to the problem of illicit financial flows associated with the abuse of MVTS. Knowledge and understanding of methodologies for disrupting the abuse of MVTS. Detailed understanding of the abuse of MVTS by terrorist groups, transnational organized crime networks and/or corrupt officials. Possession of conceptual, analytical and evaluative skills to conduct independent research and analysis, particularly in the field of the abuse of MVTS. Experience and understanding of the implementation relevant mandates of key GPML partner institutions, and relevant organizations and authorities, including financial intelligence units. Ability to apply judgment in the context of assignments given, as well as to plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education An advanced university degree (Master’s degree of equivalent) in law, political science, criminology, business administration, or other related field is required. A first- level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible work experience in the area of AML/CFT or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in collecting data on money laundering and financing of terrorism, analyzing and researching illicit financial flows is required.

Experience in supporting and delivering technical assistance on illicit financial flows is desirable.

Experience working with AML/CFT competent authorities in developing countries is desirable.

Experience working on the abuse of MVTS associated with Afghanistan is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Dari/Pashtu is desirable. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
