Org. Setting and Reporting This position is located in the Programme Office in the Kyrgyz Republic (POKGZ) with duty station in Bishkek, under the Regional Office for Central Asia (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Project Coordinator leading the project EU/UNODC project entitled “Support to Justice Sector Reform in the Kyrgyz Republic: Advancing Probation and Integrated Justice Information Management (JUST4ALL)” and under the overall guidance and supervision of the Programme Coordinator heading the Programme Office in the Kyrgyz Republic (POKGZ). Additionally, the incumbent will report to the Programme Coordinator in ROCA.

Responsibilities Within assigned authority, the Associate Programme Officer (Monitoring and Reporting) will be responsible for guiding the JUST4ALL project team on implementation, with a particular focus on the M&E framework. In addition, s/he will be responsible for providing substantive support to the management, reporting, monitoring and evaluation of other technical assistance on crime prevention and criminal justice in the Central Asia region within the framework of the UNODC Programme for Central Asia, the global UNODC Strategy, as well as in support of the 2030 Agenda for Sustainable Development and specifically Sustainable Development Goals (SDGs) 5 ‘gender equality‘,10 ‘reduced inequalities’ and 16 ‘effective, accountable, and inclusive institutions’. The incumbent will perform the following specific duties:

  • Provide support to the coordination of the project implementation and contribute substantially to monitoring and tracking of results against the set project targets and indicators. S/he will support a wide range of project management issues and provide assistance to managing all monitoring, reporting and evaluation related processes; collate data and programmatic lessons learned to ensure that all project implementation decisions and communication on results are evidence-based; share information with project partners, and provide opportunities for stakeholder feedback to learn from experiences and adapt to changing needs.

Provide support in guiding the JUST4ALL project team on planning, implementation, monitoring, reporting and evaluation. In particular: - Support planning, implementation and overall management of the project. - Contribute to the coordination, networking and partnership development with government agencies, civil society organizations, experts and international partners within the framework of the project. - Assist in managing the monitoring, reporting and evaluation related processes; coordinate monitoring and tracking of project results against set targets and indicators. - Provide guidance and supervision to the work of implementing partners, consultants, and experts as needed.

Provide support to effective management of the UNODC Programme for Central Asia and its sub-programmes on rule-of-law and terrorism prevention. In particular: - Contribute to the coordination of the planning, budgeting, implementation and oversight of monitoring and evaluation initiatives. - Assist in the development and implementation of programme/project monitoring and evaluation frameworks, including the analysis of issues and trends, preparation of relevant research activities and studies. - Provide support to design of data collection tools; review and analyze responses, identify problems/issues and prepare conclusions for the purpose of monitoring and evaluation. - Coordinate donor and other reporting on programme/project implementation and provide related quality assurance. - Collate data on programmatic lessons learned to ensure that all project implementation decisions and communication on results are evidence-based; provide opportunities for stakeholder feedback to learn from experiences and adapt to changing needs. - Undertake risk analysis, identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.

Provide support to the creation of strategic partnerships and implementation of resource mobilization strategies. In particular: - Support programme/project networking and partnership development with government agencies and intergovernmental organizations, non-governmental and civil society organizations, experts and institutions active i.a. in the field of rule-of-law, criminal justice, terrorism prevention. - Assist in analyzing policy papers, strategy documents and national development plans; provide assistance in assessing implications of new policy developments and strategies for UNODC programme execution and ensure their integration. - Coordinate analysis and research of donor information, identify opportunities for initiation of new projects, actively contribute to resource mobilization efforts. - Provide support to strengthening the programme/project data collection and analysis systems with a specific focus of on crime data collection and analysis to support implementation of the Agenda 2030 and mainstreaming human rights, gender, SDGs related issues in UNODC programming.

As member of a team ensure provision of quality advisory services and facilitation of knowledge building and management. In particular: - Promote relevant UNODC knowledge products, training and other tools and utilize these regularly in work assignments. - Facilitate training activities for staff on results-based management and programme/project issues. - Draft practical guidelines and other documents necessary to guide staff on programme matters, including data collection and reporting tools, key programme/project and SDG indicators. - Support and coordinate staff knowledge sharing and networking; schedule and organize learning hours and on-the-job training exercises. - Contribute to knowledge networks and communities of practice, and capacity development of beneficiaries and implementing partners. - Generate new ideas and approaches, research best practices and propose new, more effective ways of doing things. - Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. - Document requirements and background information used for data analysis. - Perform other work-related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in international development, law, political science, social sciences or a related field is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two (2) years of progressively responsible professional experience in project management is required.

Work experience in the design, monitoring and evaluation of development projects in the area of rule of law, human rights, gender equality, crime prevention, criminal justice or related area is required.

Work experience with development methodologies, including participatory approaches to strategic planning, strategic management and the management of institutional change is desirable.

Experience with data collection, analysis and reporting tools and methods is desirable.

Work experience with international organizations, high-level government officials representing central governmental bodies and local administrations is desirable.

Work experience in a multicultural and multidisciplinary environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Russian is required. Knowledge of Kyrgyz language is desirable. Knowledge of another United Nations Official language is an advantage.
