Org. Setting and Reporting The United Nations Office for Outer Space Affairs (UNOOSA) represents the United Nations in advancing international cooperation in the exploration and peaceful uses of outer space for economic, social and scientific development, in particular for the benefit of developing countries. UNOOSA also manages and implements the UN’s programme on the peaceful uses of outer space, which is aimed at strengthening international cooperation in space activities and in the use of space science and technology for achieving sustainable development.

This position is located within the Office of the Director (OD), United Nations Office for Outer Space Affairs (UNOOSA) in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Management Officer supporting the Director, and under overall guidance of the Director, UNOOSA.

The Office of the Director (OD) is responsible for supporting the Office’s overall direction, administration and management, leading external relations and public information activities, overseeing coordination and cooperation with entities involved in space-related activities and the maintenance of the United Nations Registers of Objects Launched into Outer Space.

Responsibilities The incumbent will contribute to the goals and activities of UNOOSA through strengthening external relations and partnerships with relevant stakeholders, including the Member States, space agencies, and private sector entities involved in space-related activities, as appropriate. The incumbent will also provide support and contribute to the Office’s resource mobilization and business development activities.

Within assigned authority, the Associate Programme Officer (External Relations) will be responsible for the following specific duties:

1.Provide substantive support to develop, implement and deliver UNOOSA’s external relations efforts to increase support for UNOOSA related activities at large: •Participate in identifying, establishing and maintaining strategic partnerships with key stakeholders to elicit support for and maximize the impact of external relations objectives. •Assist in coordinating external relations and developing tailored messages on relevant matters and its intersection with the specific goals of external stakeholders in the preparation, planning, delivery and cooperation of the Office with space agencies, intergovernmental and non-governmental organizations, and private sector entities involved in space-related activities. •Substantively support the Director of the Office in the delivery of their representation and liaison functions with permanent missions and permanent observer missions to the United Nations, the host Government, other Governments, and intergovernmental and non-governmental organizations in Vienna, as well as with the Committee on the Peaceful Uses of Outer Space. •Provide support in organizing, preparing and reviewing written outputs, e.g briefing notes, background papers, official statements, speeches and presentations.

2.Provide substantive policy and technical support in the elaboration, structuring and implementation of UNOOSA business development and funding activities: •Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; assist in monitoring and analyzing programme/project development and implementation; assist in reviewing relevant documents and reports; contribute in identifying problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions. •Contribute to efforts to identify sources and seek funding, including through the preparation of written outputs, e.g. project proposals, background papers, analysis, sections of reports and studies, input to position papers, Memorandum of Understandings, Framework Agreements etc. •Coordinate donor reporting activities by providing technical support, training and clarification on reporting guidelines and policies to programme officers across the Office, in collaboration with senior management. •Assist sections and staff to develop and maintain quality reporting and to meet specific donor reporting needs, as required. Monitor and review regular sources of information and data required for the preparation of donor reports. Contribute to building organization-wide coherence and quality in donor reporting. •Contribute to ongoing analysis of resource mobilization needs and opportunities and stay abreast of latest donor and funding trends.

3.Assist in the overall operational needs of the Office of the Director and Director, UNOOSA: •Participate in the coordination of relevant substantive and administrative activities of the section; regularly review and analyse business development issues and trends, interpret and disseminate policy; provide procedural advice; improve reporting systems; handle operational and administrative queries on external relations and business development issues. •Undertakes research and assist in providing advice and expertise to the Director, UNOOSA and Programme Management Officer supporting the Director and other senior management on a range of external relations and business development, methods and approaches; anticipate and resolve related problems. •Contribute to written inputs to various programme planning, budgeting and management reports and other documents. •Participate in implementing and evaluating assigned activities and projects.

4.Perform other work-related duties as required.

Competencies Professionalism: Has knowledge of the mandates of the UN Office for Outer Space Affairs (OOSA) and of national, regional, and international space activities of Member States. Has knowledge and understanding of UN-Member State cooperation environment on space affairs and technical cooperation. Has knowledge and understanding of resource mobilization for supporting international cooperation at the UN level. Has knowledge of business development and partnership building, including the private sector. Is able to illustrate experience conducting and managing effective external relations engagement activities with a range of external stakeholders. Has knowledge of policies and practices in supporting the peaceful uses of outer space as the mandates of the United Nations Office for Outer Space Affairs. Education An advanced university degree (master’s degree or equivalent) in international relations, law, public administration or related fields is required. A first-level university degree in similar fields in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible experience, at the international level, in external relations, diplomacy, policy affairs or related area or the successful completion of the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Experience in engaging with international partners and donors and coordinating the development of international partnerships for the purpose of fundraising is required. Experience in project or programme management/administration is required. Experience in working directly with senior managers is desirable. Experience in working in space-related activities is desirable. Experience in the United Nations system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
