Org. Setting and Reporting This position is located in the Global Programme against Money Laundering (GPML) of the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the GPML Programme Officer (IFF, AML/CFT), and the overall guidance of the Programme Coordinator heading GPML. The incumbent may undertake missions to South-East Asia, Africa and Latin America regions and other regions as required.

Responsibilities Within assigned authority, the incumbent of the position will perform the following specific duties:

  • Contribute to the development of course material and delivery of technical assistance, mentoring and training to law enforcement authorities and national entities on financial disruption planning, Anti-Money Laundering and Counter-Financing of Terrorism (AML/CFT) in areas of illicit financial flows including from natural resources / crimes which impact the environment. Support the capacity building of financial intelligence units and other law enforcement authorities in target countries of the Law Enforcement Assistance Programme (LEAP), cooperating with Programme partners and other relevant entities.

  • Participate in awareness-raising and needs assessment activities related to illicit financial flows and AML/CFT, particularly linked to crimes which impact the environment.

  • Support GPML AML/CFT Advisors to develop and deliver activities to enhance international cooperation in relation to AML /CFT efforts and crimes which impact the environment.

  • Contribute to the preparation of various written outputs, e.g. background papers, analytical notes, reports, particularly focused on AML/CFT and financial disruption planning relating to crimes which impact the environment.

  • Support GPML AML/CFT Advisors to collaborate with GPML Programme Officers and UNODC staff, including the Global Programme on Wildlife & Forestry Crime and Corruption and Economic Crime Branch, LEAP partners, NGOs and other relevant international organizations and entities in target countries for the implementation of Programme LEAP, and support GPML with associated work in the field of crimes which impact environmental crimes, including the implementation of the Financial Action Task Force on Money Laundering (FATF) Presidential Priority on Environmental Crime (2020-2022).

  • Support the development and delivery of outreach activities, including the development of presentations on assigned topics/activities and the development and distribution of supportive audio-visual material.

  • Assist GPML in monitoring the expenditures and utilization of funds in the assigned areas of responsibility; and in drafting parts of or contribute to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, programme performance reports, etc.

  • Perform other work-related duties as required.

    Competencies - Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to the problem of illicit financial flows from crimes which impact the environment, particularly relating to illegal deforestation. Has knowledge and understanding of methodologies to assist with the financial disruption of crimes which impact the environment. Possesses conceptual analytical and evaluative skills to support ongoing mentoring and training scenario development, particularly in the field of illegal deforestation and associated money laundering. Is familiar with and is capable of using various information sources and analytical software, including open-source online tools and IBM i2. Is able to use and understand the implementation of relevant mandates of key GPML partner institutions, and relevant organizations and authorities, including financial intelligence units. Has the ability to apply judgment in the context of assignments given, as well as to plan own work and manage conflicting priorities. Is able to develop quality outreach material, including audio-visual presentations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education An advanced university degree (Master’s degree or equivalent) in law, criminology, environmental sciences, biology, or other nature conservation related field is required. A first- level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible work experience in the area of environmental crime, or the successful completion of Young Professionals Programme Examination (YPP)/United or the successful completion of Young Professionals Programme Examination (YPP)/United or General Service to Nations National Competitive Recruitment Examination (NCRE) or the General Service to Nations National Competitive required.

Experience in analyzing and researching financial flows associated with crimes which impact the environment, particularly forestry crimes, is required.

Experience in supporting and delivering training activities on investigating and disrupting money laundering associated with illegal deforestation is desirable.

Experience with the development of course material relating to the financial investigation of crime which impact the environment is desirable.

Experience working with enforcement authorities, international organizations, NGOs and private sector in the fields of combating environmental crimes is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, is required. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
